The African Petroleum Producers' Association (APPA) is an international organization serving as a platform of cooperation, collaboration and exchange of experiences between African petroleum producing countries. It aims at promoting common initiatives in terms of policies and strategic management in all the sectors of the oil industry to enable Member Countries to maximize their profits in the exploitation of this non-renewable resource.

Created in Lagos on January 27, 1987, APPA is more than twenty seven (27) years old today. The increasing role of hydrocarbons as the principal source of energy, the growth in energy consumption in Africa and the world as a whole as well as the need for the development of the hydrocarbon sector in Member Countries constitute topics of common interest to be treated within the framework of a dynamic and active cooperation. A new era is now open to APPA with new challenges in an environment characterized by the globalization of the economy and the increasing of the development of non conventional energy resources.

From eight (8) members at its creation, APPA currently has eighteen (18) Member Countries with Nigeria as one of the pioneer members. The APPA Headquarters is situated in Brazzaville, Congo.

APPA is recruiting to fill the position of:

Job Title: Executive Secretary

Location: Abuja

Function of the Executive Secretary
  • The Executive Secretary is the principal executive administrator of the Association and shall be responsible to the Council of Ministers.
  • He serves as the main link and coordinates activities between Member Countries.
  • He will be managing a staff of over 23 persons composed of high rank office staff and Engineers from different nationalities.
  • Concretize the implementation of APPA's strategic vision, which is to be the world's most powerful organization of regional cooperation, coordination and harmonization of its Member Countries' efforts to promote efficiency and sustainable development of their hydrocarbon resources.
Qualification
The Executive Secretary must have:
  • University degree or postgraduate, (Master or similar diplomas) in Economics, Law, Financial or a Petroleum Engineering degree (Upstream or Downstream),
  • At least fifteen (15) years working experience including a minimum of ten(10) years in Top Management positions in the field of hydrocarbons,
  • Leadership skills.
  • International stature with experiences in the follow up or participation in the activities of international institutions at the national or international levels,
  • Excellent knowledge of English and French (the two technical working languages of the Association),
  • Mastery of IT-tools is required.
  • The candidate should be 40 years minimum, at the date of submission of the application.
Other Requirements:

  • Certified copies of degrees and work certificates,
  • Photocopies of valid passport or identity card,
  • A police record dating not more than (3) three months old.
  • The position is opened to all citizens from APPA Member Countries. One application per country has to be transmitted to APPA Secretariat by the Minister or Plenipotentiary in charge of Hydrocarbons of the candidate's country
Remuneration
  • The remuneration and advantage of the post are compare to salaries of international organizations for similar post and similar to positions and this is in line with the salary scale and allowances applicable at APPA.
  • The contract related to this position is a three-year term mandate, renewable once if satisfactory.
