Malaria Consortium (www.malariaconsortium.org) is one of the world's leading non-profit organisations which is dedicated to the comprehensive control of malaria and other communicable diseases in Africa and Southeast Asia. Malaria consortium(MC) works with communities, Government and non-Governmental agencies, academic institutions, local and international organisations to ensure good evidence support delivery of effective services, providing technical support for monitoring and evaluation of programmes and activities for evidence-based decision making and strategic planning.

Malaria Consortium (MC) recently received a grant with focus on bringing Seasonal Malaria Chemoprevention (SMC) to scale in seven countries in the Sahel. Its major responsibility is to implement monthly drug administration to children during malaria transmission period and Seasonal Malaria Chemoprevention (SMC) for prevention and reduction of malaria effect.

MC now seeks to recruit professionals in its country office to fill the position of:

Job Purpose
  • The Director of Operations will assist the Programme Director to provide effective programme management and delivery of SuNMaP programme results, strengthen, establish and maintain effective working relationships with all partners. The Director of Operations is a member of the Programme Senior Management Team. The post is based in Abuja.
Key Accountabilities
The Director of Operations will be responsible as a member of senior management team to:

1.) Ensure the achievement of the key programme outputs, establish and maintain effective working relationships with:
  • Officials in State Ministries of Health, the National and State Malaria Control
  • Programmes and other parastatals and other key individuals in Federal and state governments;
  • DFID Health Advisor, DFID Nigeria and other ministries relevant to the programme;
  • Representatives of other aid agencies, the private sector and civil society groups;
  • UNICEF and WHO;
  • Crown Agents; and
  • Representatives of other donor-funded programmes.
2.) Supervise the operations staff for improved logistics and office management
3.) Support and review performance frameworks and workplan implementation
4.) In collaboration with the MC country finance team, ensure that all programme offices run their business smoothly and securely with sound financial, operational and administrative management
5.) Support the process of drawing up, agreeing and reviewing programme work-plans, budgets, phasing and other finance requirements
6.) Support programme planning and management meetings
7.) When necessary, draw up terms of reference for short-term consultancy inputs and monitors these inputs ensuring adherence to the TORs; and support contracting processes (e.g fee setting, service contracts)
8.) Help provide strategic leadership to the programme and ensure that work is coordinated, lessons are shared across the programme and delivery is timely.
9.) Coordinate SuNMaP's value for money efforts as part of the broader Malaria Consortium VfM approach and support operationalization of the VFM framework
10.) Ensure SuNMaP's commodity supply chain system is effectively managed at federal and state level and accurate record keeping is maintained at all times and risk mitigation is institutionalized
11.) Working closely with the PTD, provide assistance to the PSM subcommittee alongside the Malaria Specialist and Operations officer
12.) Work closely with PTD and Malaria Specialist to build capacity and strengthen support logistics management systems for commodities in states
13.) Develop performance framework for managing Programme Implementing Partners and serve as focal point for their oversight, including update of manual
14.) Serve as key security focal point with links with all programme levels.
15.) Ensure that local procurement and management arrangements meet Government of Nigeria and DFID accounting requirements.
16.) Assist in the review and timely submission of quarterly programme progress reports as specified by the Government of Nigeria and DFID.
17.) Attend and contribute to national level meetings and activities.
18.) Other assignments as may be requested by the Programme Director and deputize as may be requested.

Qualifications and Experience
  • Post graduate degree in health related or social science field with at least 8 years' experience in implementation of public health programmes
Essential:
  • A minimum of five years previous experience in a similar programme management role in a developing country context
Work Based Skills and Competencies:

Essential:
  • A significant successful track record in programme and people management
  • At least eight years experience of health service delivery and primary health care in developing countries, including experience in planning, organisation administration
  • Extensive experience and knowledge of public health, policy development and health systems reform
  • Strategic thinker with ability to oversee and ensure co-ordination of a health programme with multiple implementation sites and a range of component areas
  • Excellent interpersonal, communication, team building and advocacy skills
  • Strong operational skills in diverse cultural environment
  • Performance based
  • Previous experience of working in a health sector management role in Africa/Nigeria.
