Overview

  • Our client Moonshot Global who are based in Washington DC in the United States has mandated PTK Consulting Limited to hire a qualified Monitoring and Evaluation Specialists for both Ebonyi & Sokoto States.
  • The ideal candidates must currently be residing in both states. Must have experience in the following areas which is KEY on the job:
    • Governance
    • MEL
    • USAID experience

Job Summary

  • The Monitoring and Evaluation Specialist position will be part of the State to State project team and will work closely with DAI, the prime contractor.
  • The project is five-years long, running from October 2020 to September 2025, and is funded by the United States Agency for International Development.
  • The M&E Specialist will be one of five Moonshot team members supporting DAI, who is the prime contractor of the project. Open positions are based in Ebonyi and Sokoto.
  • State2State is the United States Agency for International Development’s newest governance program in Nigeria. It seeks to improve service delivery in basic education, primary health care, and WASH through improvements in sub-national government systems over five years.
  • State2State will use a mix of technical assistance, training, and peer learning to address challenges in public financial management, while building the capacity of civil society to advocate for and monitor greater access to services largely through grants.
  • State2State will link with sector programs of USAID and other donors to generate material improvements in services, and it will promote replication/scale-up of successful practices through cost- and evidence-sharing.
  • State2State recognizes the burden that conflict places on securing needed changes by exposing and training government and civil society in conflict mitigation/management.
  • The program will be headquartered in Bauchi, and will take place in six states in the northern and south-eastern parts of Nigeria (Sokoto, Bauchi, Ebonyi, Adamawa, Gombe, and, Akwa Ibom), and possibly attract interest in an additional six states.
  • State2State will be run as a series of subnational programs, held together in a hub and spoke model that assures peer learning across states, without crowding out the Nigerian organizations that can contribute to and sustain needed changes.
  • Under the State2State project, Moonshot Global will provide a MEL staff person in each state. These staff will be led by a MEL Director based in Bauchi.

Responsibilities
The MEL staff will be embedded with the counterpart ministries and will be responsible for:

  • Implementing the monitoring, evaluation, and learning (MEL) plan;
  • Monitoring ongoing performance of the project against State2State indicators;
  • Introducing adaptive management tools and processes and carrying out collaborating, learning, and adapting activities.
  • The MEL Specialist will work under the direction of the M&E Director in Bauchi State and also will have a dual reporting line to the State Lead.

More detailed responsibilities include but are not limited to:

  • Supporting the design of methodology and tools to undertake quantitative and qualitative data collection (including surveys) and analysis of project activities across all active States to inform project management, decision making, indicator adjustment;
  • Analyzing the data from these surveys using analytical tools such as Excel, R, STATA or other specialized software;
  • Writing impact analyses, lessons learned summaries, and success stories;
  • Conducting collaborative, learning, and adapting activities such as facilitating pause and reflect sessions;
  • Completing period reporting to USAID;
  • Conducting data quality assessments on MEL indicators.
  • Offering capacity building training and monitoring, evaluation, and learning for project staff, government counterparts, and/or grantees as required.

Qualifications
We are seeking candidates who possess the experience:

  • Bachelor's Degree in a relevant field
  • Masters degree preferred
  • Demonstrated experience in Monitoring, Evaluation and Learning
  • Experience on a governance project
  • US Agency for International Development experience preferred
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint)
  • Knowledge of specialized software such as Dedoose, Stata, R, and other packages
  • Familiarity with Microsoft Teams and Google Drive.
  • Excellent interpersonal, verbal, and written communication skills
  • Self-starter and ability to work independently or as part of a team
  • Must be well organized, detailed oriented, and possess excellent follow-up skills
  • Willing to receive direction and guidance within a team environment
  • Experience contributing to multiple projects

  • You have some experience working with both qualitative and quantitative analysis skills and a passion for using data to drive impact.
  • You are comfortable in applying a range of methodologies to support your work, and in applying technology to help get the job done.
  • You are organized and eager to support codification of and reflection on approaches, developing tools to support implementation and transfer of knowledge to others.
