Voice to the People - Documentary Consultancy

Background

Christian Aid Nigeria with support from UK aid and in partnership with six civil society organisations; African Centre for Leadership, Strategy and Development, Civil Rights Concern, Development in Practice, Justice Development and Peace Commissions of Awka, Nnewi and Onitsha is implementing a voice and accountability project called Voice to the People (V2P) in 12 LGAs of Anambra state. The goal of the project is to support vulnerable communities in Anambra to hold their state, local governments and leaders to account, take part in the decision-making that affects their lives and raise their voices to demand the rights and services to which they are entitled.

V2P seeks change by:
  • Ensuring community members know and can claim their rights
  • Establishing regular dialogue between civil society and the state
  • Increasing the strength of civil society organisations
  • Coordinating the efforts of civil society organisations
  • Encouraging greater participation of the people at elections
  • Increasing the participation of women and adolescent girls in decision making
  • Improving the capacity of government to address the needs of communities.
Purpose
The V2P project has since its inception in May 2013 recorded some key achievements in relation to the four outputs of the project. Christian Aid seeks to document and showcase some of these achievements and changes in the form of a documentary produced using a participatory communications approach which will involve the project participants.

Objectives

1.) To produce using a participatory approach, a V2P documentary to be used as an evidence-based communication tool to showcase changes and achievements.
2.) To document in a visual form some of the key achievements of the V2P project demonstrated through stories of change in the V2P target areas.
3.) To build the capacity of project participants to communicate their stories of change in relation to the V2P outputs.

4.) Consultant’s key responsibilities
  • The specific outcome of the project is ‘Communities are effectively holding duty bearers to account, leading to improved responsiveness and service delivery, supported by evidence-based learning and advocacy’. In order to demonstrate achievements in relation to this and the outputs of the project based on the V2P activities that have been carried out, the key responsibilities of the consultant are to:
  • Select an appropriate participant group that will be involved in the production of the documentary based on the theme which will be selected by Christian Aid.
  • Lead a planning meeting involving Christian Aid and the selected participant group in order to establish ways of working that will ensure a participatory approach and support participant group to identify appropriate interview subjects as well as ideal scenarios to ensure that related activities are captured as much as possible.
  • Oversee and support the project participants to develop a detailed story brief including scripts and interview questions.
  • Conduct a training for the participant group on camera handling, sound, interviewing techniques and other techniques that will ensure that the participant group can tell their own story.
  • Oversee the gathering of video footage materials that are essential to the storyline and can be useful for other communication purposes.
  • Provide hands-on guidance and oversight to the participant group in the gathering of video footage for the documentary.
  • Provide oversight for the submission of the rough cut including voice overs in a timely manner.
  • Ensure that the video footage gathered is of high quality and standard in terms of picture and sound. This will be Full HD 1080i picture, and 48k audio. Discussion of suitable cameras and formats for submitting video files will be done at an early stage.
  • Review the first edit of the documentary which would be done by the Christian Aid photo video unit.
Outputs
The main outputs of the assignment will be the:
  • Improved capacity of the participant group to tell their own story
  • Visual documentation of activities and achievements of the V2P project in target areas and in relation to the selected theme.
Deliverables
  • Final selection of participant group on the 16th of September, 2014
  • A detailed story brief which would include a script as well as interviewees details and questions due latest on the 13th of October, 2014.
  • Rough cut of the documentary with voiceovers and all recorded scenes due to the Christian Aid photo video unit on the 20th of November
  • Review of edited rough cut due on 26th November
Requirements
The consultant must be available to work for a total of 15 days beginning early September up till late November based on an agreed work plan. The consultant is expected to provide all equipment that will be required to gather the footage and put together a rough cut.
The consultant must have:
1.) Experience and expertise in producing documentaries, script writing and editing
2.) Expertise and experience in the use of camera for professional work
3.) Professional and/or academic qualification in film making
4.) At least 5 years of experience in documentary or film making, preferably in the development sector
5.) An understanding of the Anambra context in relation to governance is an added advantage

Budget and terms of engagement
  • Christian Aid will cover for the necessary accommodation and transportation costs incurred by the consultant according to our in-country rates. All other costs incurred will be covered from the consultancy fee which would be paid a daily rate of N50,000. However, based upon negotiation and need, costs for a camera operator may be covered.
  • 5% withholding tax will be deducted at source from the total cost of the consultancy fee. 60% of the consultancy fee will be paid up-front with the rest of the fee paid upon satisfying all of the stipulated deliverables.
