We are recruiting to fill the position below:

Job Title: Monitoring, Evaluation, Accountability and Learning (MEAL) Assistant

Job Overview / Summary

  • The MEAL Assistant is a part of the GPON NHF NGA-21/NIG_ERF/RA1/P/NGO/18489 Program MEAL team, to support the implementation of the overall MEAL system.
  • He/she will work with the MEAL team to ensure that the data needed to track progress against commitments is flowing from the field sites to Maiduguri, GPON activities are being monitored to increase programming quality and inform project adjustment where necessary, and is available promptly to provide decision-makers with the information they need to make evidence-based decisions through the following activities; data collection, data entry, coordination with the sector response program, field visits and assessments and evaluations for both partners and GPON direct projects.
  • The MEAL Assistant will also support the planned activities for integrating a high level of partner and beneficiary accountability across the GPON programs.
  • He/She will generally support the central MEAL team and program teams to ensure learning and accountability systems are working effectively within the emergency response.

Working Environment:

  • The MEAL assistant will be conducting regular visits to field sites to different project sites collecting different types of data in GPON and its partners’ area of operation.
  • The MEAL Assistant will have to attend meetings, pieces of training, or conversance call in the office eventually.

Level of contact with children:

  • High contact- the job responsibilities of this position require the post holder to have very frequent contact with children. It is expected that children who come into contact with GPON shall be protected at all times.

Major Responsibilities
Monitoring:

  • Coordinate with the Response coordinator and team members
  • Conduct project assessment surveys.
  • Monitor distributions by filling out appropriate assessment forms
  • Conduct post-distribution/assistance monitoring
  • Lead or support debriefing sessions with program staff to discuss issues reported during the Monitoring visit, and set action points with a clear timeframe for them

Assessment:

  • Assess the needs of communities and households in specific, pre-identified locations
  • Conduct regular home visits to random beneficiaries to assess their needs and  conditions
  • Lead or support meetings with heads of communities and relief committees
  • Collect and input survey data on a mobile device
  • Accountability
  • Coordinate the running of the project location Accountability system at field level with technical support from the supervisor
  • Support accountability activities within surveys, assessments, and evaluations.
  • Support all efforts for promoting a high level of beneficiary accountability
  • Support program teams to implement the feedback mechanisms at the field level.
  • Ensure learning and accountability systems are working effectively across the program.

Other:

  • Consistently and proactively monitor/assess the safety and security of the team, and to the extent possible, of the partners; promptly reporting concerns or incidents to IRC management
  • Other duties as assigned by the supervisor to enable and develop IRC programs

Key Working Relationships:

  • Position Reports to MEAL Manger
  • Other Internal and/or external contacts:
  • Work with various field staff in different sectors in response locations and departments within GOALPrime (HR, Admin & Log, M&E, Finance, Programmes), etc.

Job Qualifications & Requirements
Technical expertise, skills, and knowledge:

Essential:

  • High School Certificate and above.
  • Previous relevant experience such as data collection and conducting surveys/assessments.
  • Solid understanding of data importance and quality assurance.
  • Demonstrated ability in community mobilization and community-level dialogue
  • Good communication and influencing skills
  • Culturally sensitive with qualities of patience, tact, and diplomacy.
  • Commitment to the aims and principles of GPON. In particular, a good understanding of the GPON code of conduct and an ability to ensure this continues to underpin our support
  • Good English language skills, knowledge, and ability to speak Hausa and Kanuri is an added advantage.

Desirable:

  • 2-year previous experience working in humanitarian programs
  • A Diploma Certificate in Statistics, Economics, Mathematics, or English or any other related fields is preferable.
