We are recruiting to fill the position below:

Job Title: Monitoring and Evaluation Consultant

Locations: Jigawa & Kano

Kano State Scope of Work

  • Face to face inception meeting with the Permanent Secretary State Ministry of Budget and Planning, Director M&E, Social Investment Program Focal Person other relevant officials from social protection implementing MDAs, and the ESPID team in the state.
  • Development of Monitoring and Evaluation Framework (Which will include data collection tools, Indicators, MEAL Plan and other component of the framework) for the state’s social protection programmes
  • Plan and conduct a workshop to develop the state’s M&E Framework for its social protection programmes. (approx. 25-30 government officials).
  • Consultancy closeout meeting with ESPID state team leads focal person from the State Ministry of Budget and Planning.

Expected Deliverables: Kano State

  • Inception report of consultative meeting (that includes detailed timeline of activities) signed off by Director M&E in the State or his designate.
  • Development of Monitoring and Evaluation Framework (Which will include data collection tools, Indicators, MEAL Plan and other component of the framework and for the state’s social protection programmes)
  • Detailed report of consultancy.

Jigawa State Scope of Work

  • Report of M&E framework development workshop
  • A Monitoring and Evaluation Framework (Which will include data collection tools, Indicators, MEAL Plan and other component of the framework) for the state’s social protection programmes
  • Detailed report of consultancy.

To achieve the above objectives and answer the evaluation questions it is expected that the consultant will deliver the following outputs:

  • Inception Report: this should set out the scope of the work and proposed timelines for all the deliverable in the 2 Locations of Kano and Jigawa State, on how the M&E Framework will be develop, Training and other deliverable
  • Final consultancy Report: Following the completion of all the deliverable, a final report (excluding any annexes or references) should be delivered covering the following topics:
    • Executive summary of all the work done
    • Finalized the development of M&E Framework in Kano and Jigawa
    • Conduct staffs training on the M&E Framework and dashboard developed
    • Recommendations and conclusion.
    • All contents developed will be validated by the state and will be submitted to the state upon finalization of such contents
