Objectives

The Human Development Department (OSHD) is in charge of the Bank’s interventions in the social sector (including education, health and social protection). The Department carries out its work within the overall goal of reducing poverty and in conformity with established Bank policies and strategies on education, health, and social protection. The Department includes three Divisions: (i) Health, (ii) Education, Science and Technology, and (iii) Poverty Reduction and Social Protection. OSHD is guided by the Bank’s Human Capital Development Strategy which focuses on increasing competitiveness and employment opportunities; ensuring value for money and accountability for improved service delivery; and ensuring inclusion and social cohesion.

Duties and responsibilities

Under the general supervision of the OSHD Director, the incumbent will carry out the following duties and responsibilities:

Policies and Strategies
  • Lead dialogue with Regional Member Countries (RMCs) on general policy and programmes on human capital;
  • Contribute to the development of the Bank Group's general policy on human capital;
  • Plan and design projects and programmes on human capital and present them for approval to the Bank's Board of Directors;
  • Effectively supervise and manage the implementation of projects and programmes on human capital in RMCs.
Management
  • Based on the strategic planning of Bank operations, the incumbent will, in consultation with each staff member of the Division, establish an individual work programme, using indicators approved by the OSVP Complex to assess budget needs and human resources;
  • Plan the Division's work programme and establish an implementation schedule in consultation with OSHD Management, provide written and verbal guidelines to staff members (especially during meetings) and through regular communication with relevant parties within and outside the Bank;
  • Plan, organize and assign tasks for all project-cycle-related activities (identification, preparation, appraisal, supervision and production of project completion reports) on human capital under the Division;
  • Plan and organize activities related to sector studies in connection with loan programmes on human capital;
  • Plan and organize the Division's participation in preparatory activities related to Country Strategy Papers (CSPs) and Regional Integration Strategy Papers (RISP) in collaboration with country departments;
  • Organize and plan activities related to portfolio reviews in collaboration with other relevant departments;
  • Develop the loan programme and expand its scope to new sector operations through dialogue with RMCs and other development partners, the Division's participation in meetings, field missions and internal review of proposals that will subsequently be processed and submitted to the Board;
  • Set guidelines for staff members in the professional category and sector experts within the framework of the dialogue with RMCs on new and desired operations to be considered by governments and the Bank which may be included in the Department's loan programme;
  • Manage cooperation programmes with United Nations technical agencies and other bilateral and multilateral agencies as efficiently as possible; and
  • Effectively manage resources made available for operational activities.
Leadership
  • Supervise, control and monitor the performance of staff members both at the qualitative and quantitative levels based on the agreed work programme for each staff member and general performance assessment procedures; and
  • Give instructions, set deadlines and establish performance indicators for completing daily tasks and processing technical dossiers.
Selection Criteria
Including desirable skills, knowledge and experience

Studies
  • At least a Master's degree, preferably a Ph.D in social sciences or a related discipline;
Experience
  • At least ten (10) years professional experience in international development organizations; and
  • At least eight (8) years in conducting activities related to the identification, preparation, appraisal and production of project completion reports, preferably in the area of human capital development.
Skills
  • Ability to understand complex aspects of human development, identify key issues and develop practical recommendations;
  • Ability to introduce working methods capable of increasing efficiency in a changing environment;
  • Ability to communicate in French and / or English;
  • Sound knowledge of the Bank’s standard software, including Word, Excel, Access and Power Point; knowledge of SAP is desirable.
