Canada's Field Support Services Project (FSSP) seeks to hire a Gender Equality Advisor to provide expert analysis and advice to Global Affairs Canada (GAC) on a broad range of gender equality issues, trends, and practices in support of GAC's Development Program in Nigeria. GAC is guided by Canada's Feminist International. Assistance Policy, which Centres on gender equality (GE) and the empowerment of women and girls as the most effective way to build a more peaceful, inclusive and prosperous world. Canada requires the services of a Gender Equality Advisor in integrating gender equality into its bilateral development and humanitarian assistance programs to support efforts to improve the quality of life for poor and marginalized people in Nigeria, particularly women and girls.

Job Description

  • Canada’s Field Support Services Project (FSSP) seeks to hire an Environmental and Climate Change Specialist to provide technical assistance in sustainable environmental management and climate change for Global Affairs Canada (GAC) in Nigeria. GAC’s programming is guided by Canada’s new Feminist International Assistance Policy which recognizes that supporting gender equality (GE) and the empowerment of women and girls is the best way to build a more peaceful, inclusive and prosperous world.
  • As part of efforts to achieve this sustainably, GAC’s Environment and Climate Action Policy commits the Department to mainstreaming environment and climate change considerations in all sectors of Canadian international development assistance programming.

Objectives and Scope of Work

  • Ensure compliance of Canada’s international development assistance programming in Nigeria at national and sub-national levels with the Government of Canada’s Impact Assessment Act (IAA) and Government of Nigeria’s environmental regulations, as well as supporting GAC’s Environmental Integration Process (EIP).
  • Enhance and support Canada’s understanding of the environmental and climate change impacts of programming across health, sustainable economic growth, renewable energy, education, and gender equality programming.

Roles and Responsibilities

  • Collect data related to the environment, draft analytical reports/briefings and presentations as required.
  • Proactively advise and recommend on current or emerging environment and climate change issues as they relate to sectors including health, gender equality, renewable energy, sustainable economic growth and education.
  • Provide guidance and coaching support to the implementing partners of GAC-funded projects in Nigeria primarily as it concerns Canadian and Nigerian policy, legal and administrative requirements for their environmental enhancement and mitigation measures as required.
  • Support Canada’s programming teams in the review and development of project proposals, annual reports, annual work plans, project implementation profiles, and other relevant project documents. This includes providing advice, analysis, comments and recommendations on the integration of environmental sustainability into all planning documents including logic model, performance management framework, risk registry, project management framework, and budget, using results-based management and monitoring frameworks.
  • Provide technical assistance to incoming missions from Canada including field visits to project locations with GAC field staff; document progress, findings and results through progress reports; and make recommendations about any needed corrective or additional measures as required.
  • Research, collect, analyze and exchange data related to cross sectoral environmental implications of Canada’s development programming in Nigeria with GAC field staff, HQ desk officers (including relevant Environmental Specialists), recipient country partners, and other members of the community of practice.
  • Any other tasks linked to environment and climate change management.
  • This assignment is expected to start immediately with a level of effort (LoE) Up to 5 days/month (60 days for 12-month contract).

Essential Qualifications / Experience
Candidates must demonstrate in their CV and cover letter how they meet the following requirements:

  • Post-graduate Degree, such as a Masters, from an accredited, recognized institution in a relevant discipline such as Environmental Sciences, Natural Resources Management, Sustainability, Environmental Engineering, or other related fields with minimum of 7 years cognate experience.
  • A Bachelor’s Degree may be accepted if the candidate can demonstrate ten years or more of relevant experience.
  • Knowledge of environmental policies, procedures, occupational health and safety regulations, and requirements in Nigeria.
  • Knowledge and experience with organizations and networks working on environment and climate change issues in Nigeria.
  • Experience working on climate change and/or environmental issues across different sectors.
