The Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH (German Agency for International Cooperation) is an international enterprise owned by the German Federal government, operating in many fields across more than 130 countries.
In Nigeria, GIZ's portfolio includes among others, a programme to support the Economic Community of West African States (ECOWAS) in its regional integration goals. The programme aims to strengthen sector-specific capacities in the areas of Peace and Security, Customs and Trade as weir as Strategic Management and Organizational Development in the ECOWAS Commission.

Background

- GIZ has worked in Nigeria since 1974. From 2004, GIZ has maintained a country office in the capital city Abuja. Currently 361 national and 66 international employees, 19 regional staff, 4 integrated specialists and 3 development workers are working in the country (June 2020).
The Programme
- Since 2009, Nigeria has been the scene of attacks by Boko Haram against the population. Particularly, the north-east of the country is affected by destruction and displacement. More than 20,000 people have been killed and about 2.2 million people are displaced from their communities.
- In the context of Germany's commitment to "fight causes for displacement – stabilize host communities - support refugees", GIZ is implementing the project “Support to the internally displaced and resilience of host communities in the north and north-east of Nigeria”, which is financed by the BMZ and the EU. The project is in line with the EU action plan against refugee crises and with the national indicative programme of the 11th European Development Fund.
The project’s purpose is to improve the living conditions of internally displaced persons (IDP), the population in host communities and of IDPs returning to their communities of origin in north-eastern Nigeria.
- The project focuses geographically on Adamawa and Borno States in north-eastern Nigeria where an estimated number of 5 million people needs support. With its measures of rehabilitation and development, the project is complementary to humanitarian assistance which is provided by other actors. The planned interventions are closely coordinated and harmonized with other donors and stakeholders.
- The project will be active predominantly in informal IDP camps and host communities and communities of origin of IDPs. It promotes the linkage of rehabilitation and development. The aims of the project are to stabilize living conditions in the IDP population and population of host communities, allow the resumption of social and economic life of IDPs while they return to their communities of origin as well as the rehabilitation and reconstruction of these communities. Access to formal and non-formal education, to health services, to energy, water and sanitation, the rehabilitation of road and other built infrastructure, the recapitalization of destroyed agricultural production materials, social transfers (cash transfers) and the revival of local economy are examples for areas of intervention. For the rehabilitation and reconstruction in communities of origin, the project will apply a community based and participative approach to draft community development plans. For its implementation the project will collaborate with consultants as well as consortia of international and national non-governmental organizations.
Responsibilities and Tasks
- Represents and coordinates the infrastructure component in Abuja and at field level
- Technically co-leads the Infrastructure Component field team
- Assures quality and timely delivery of Measures
- Plans, prioritizes and implements diverse construction tasks and ensures successful outcome in terms of quality, compliance, time frame and budget, while adhering strictly to GIZ rules and regulations
- Participates in functional aspects of construction-related activities in design and supervision and contributing to reports.
The Technical Professional Performs the following Tasks:
Advisory and Supervision:
- Overall coordination & planning of field office tasks including manpower & transportation planning in close exchange with the project’s field coordinator
- Quality control of field office’s outputs and deliverables and invoices of consultants and contractors
- Organizing and participating in stakeholder meetings; keeps close contact to relevant line ministries and informs focal points regularly.
- Following up and supervision of the field team’s tasks.
- Oversees the implementation of measures by contractors and supervision by consultants; assures contractors and consultants execute their missions as planned.
- Ensuring all necessary plans, specs, permissions and contracts are in place prior to commencement of construction activities
- Ensuring infrastructure measures adhere to frameworks and all documentation is maintained appropriately for each measure
- Resolving design and construction problems (on site)
- Assess project risks and issues and provide solutions where applicable.
- Advising on appropriateness of design and materials for the infrastructure component
- Collaborating in planning, design, quantity surveying, engineering measurements and evaluations where necessary with external consultants for the development of new infrastructure measures
- Reviewing technical design documents from stakeholders and recommending relevant modifications if required
- Keeping records of Nigerian and German standards for Education, Health and WASH and other rural infrastructure activities and advising on their adoption as required
Communication and Networking:
- Communication focal point for any activity of the component on field level.
- Steering of regular meetings (jour fix) with contractors and consultants including documentation and follow up on important actions and decisions from the meetings
- Reports to the head of component and contributes to the components monthly reporting including the update of the component’s monitoring system.
- Communicates the field team’s activity planning to the head of component and shares the information with the field coordinator.
- Communicates measure progress to the field coordinator and other component’s field teams (governance, livelihood and education) regarding the measures related to their own interventions.
- Communicates local interests and efforts to the head of component and encourages sharing ideas and information for the benefit of the programme
- Supports cooperation, regular contact and dialogue with the Head of the Infrastructure Component, local communities, relevant organisations, non-governmental agencies and individuals in the programme environment and with other similar projects to improve and maintain good working relationship
Other Duties / Additional Tasks:
- The Infrastructure Coordinator performs any other duties and tasks at the request of Head of the Infrastructure Component and the Head of Programme.
Required Qualifications, Competencies and Experiences
Qualifications:
- Bachelor's Degree (minimum requirement) or Master’s Degree in Civil Engineering or Architecture (or any comparable and fitting qualification)
Professional Experiences:
- The expert must have:
- At least 7 years’ work experience relevant to the scope of work of the assignment
- At least 5 years of experience in a position with managerial duties (managing and coordination of technical teams; handling contractors and consultants)
- The expert should have experience in at least two of the following fields:
- Experience in working with GIZ or comparable international organizations or INGOs.
- Experience in working in hard-ship environments (North-East Nigeria or comparable)
- Experience in construction supervision or technical evaluation of infrastructure
- Experience in construction quality control or infrastructure design
- Experience in water projects (e.g. WASH, borehole drilling) or construction and rehabilitation of social infrastructure (e.g. schools, health centres).
Other Knowledge, Additional Competences:
- Strong communication skills
- Intrinsic approach to work, high level of loyalty and trustworthiness
- A good team player who is willing to take on responsibility
- Fluent written and oral knowledge of English
- Good working knowledge of ICT technologies (construction related software) and other standard computer applications (e.g. MS Office).
Salary
According to GIZ salary scale for Band 4.
