Project Overview and Role

  • Palladium is recruiting for a Strategic Communications Manager as part of a programme focussed on preventing Serious and Organised Crime (SOC) in Nigeria by delivering interventions and pathways out that provide positive outcomes and impacts for individuals at risk of being drawn into SOC.
  • The position will be based in Lagos, Nigeria with intermittent travel to project and partner locations (expected to be Edo, Zamfara, Bayelsa and Abuja).

Primary Duties and Responsibilities
The Strategic Communications Manager will, with the support of short term technical advisors:

Develop a counter narrative communications programme which will specifically target the following areas:

  • Recruitment into Serious Organised Crime (SOC)
  • Cybercrime – specifically focusing on the impact that crime has on individuals
  • Combatting prosperity preaching – particularly focused on South/South West Nigeria
  • Regional response to SOC, including in Mali, Libya and Nigerian diaspora in west Africa
  • Message test key counter-narrative campaigns with target groups to ensure effectiveness of messaging before the campaign launch

Oversee the delivery of a minimum of 4 counter-narrative campaigns across the life of the programme, including:

  • Planning timelines for delivery of key messages and content pieces
  • Managing media/production companies for content production
  • Selection of appropriate media channels for deployment of key messages
  • Identification of individuals/organisations who could be ‘featured’ in counter narrative comms (ie, former gang members etc)
  • Develop a separate strand of strategic communications specifically focused on illicit finance. This will support Nigerian agencies and civil society to increase transparency and accountability around illicit financial flows to help build awareness of the threat and harm it causes. This will involve:
    • Engaging with civil society partners
    • Developing locally-tailored and multi-lingual online videos targeted at Nigerian citizens
    • Supporting social and traditional media to anti-corruption agencies and financial regulatory authorities

Required Qualifications
The suitable candidate must meet the following criteria:

  • Significant experience with delivering strategic communications campaigns within Nigeria (particularly experience with Serious Organised Crime or Illicit financial flows will be an advantage)
  • Significant experience developing and delivering counter-narrative campaigns in Nigeria
  • Good working knowledge of key traditional and social media in Nigeria, and particularly in the target regions of Lagos, Bayelsa, Edo and Zamfara
  • Excellent written English skills
  • Good working knowledge of Microsoft office software (word, powerpoint, outlook etc)
  • Experience of managing large scale projects, including workplans and overseeing other team members

The following criteria will be considered an advantage:

  • Language skills that may be advantageous in the target regions (Lagos, Bayelsa, Edo, Zamfara).
