Job Title: WASH Deputy Program Manager

Location:
Damaturu, Yobe

Job Description:
Under the direction of the RRM Specialist, the WASH Deputy Program Manager (DPM) will be primarily responsible for running and supervising the Water, Sanitation and Hygiene (WASH) sub sector of the Humanitarian multi-sectorial Rapid Response Mechanism (RRM) program in Yobe state, Nigeria implemented by ACF and funded by USAID. He/she is also responsible for accomplishing the program objectives and outcomes within the contextual constraints, while adhering to internal standards and contractual obligations.

Summary of Key Objectives:
  • Provide support to ACF’s RRM Specialist to implement the WASH program successfully, harmonizing and developing technical approach, and ensuring that the technical standards, guidelines and specifications for the implementation of all soft and hardware activities in the WASH sub sector are followed.
  • Manage field teams within the WASH sub sector to ensure compliance, and support in monitoring and reporting of all WASH interventions
  • Contribute to the definition and the implementation of ACF policies, positioning and strategies in the mission
  • Contribute to the identification, definition, and formulation of WASH projects through assessments, surveys and proposal writing
  • Support in local ACF representation and coordination with other stakeholders within Yobe state
  • To contribute pro-actively to HR management (recruitment, capacity building, coaching, peformance appraisals, career plan development etc.) for staff within the WASH sub sector
Qualifications & Essential Skills:
  • Degree in Geological, hydraulic, hydrology, Engineering, Public Health or equivalent in a field related to Water, Sanitation and Hygiene and or training/ courses specific to WASH in development contexts (such as Bioforce Institute graduates)
  • Commitment to ACF mission, values and policy
  • Professional, motivated, open, creative, mature, responsible, flexible and, culturally sensitive
  • Excellent team, budget and project management, communication, reporting, autonomy, pedadogy, planning, organizational and representation competencies
  • Previous experience with WASH programming (Soft and Hardware )
  • Experience of assessing, reviewing and monitoring technical projects
  • Minimum of three years relevant work experience
  • Microsoft Office Skills (Outlook, Excel, Power Point, Word)
  • Willing and able to be based and travel regularly within remote areas, where services are limited.
  • Fluency in Hausa and English
Preferred
  • Experience implementing WASH programming on behalf of donors (i.e. USAID, ECHO, DFID, CIDA)
  • Experience with International Non-Governmental Organization (INGO) and Humanitarian contexts
  • Experience in Personnel Management and administration
  • Experience in Project Cycle Management
