Job Summary
  • The American Bar Association Rule of Law Initiative (ABA ROLI) will implement a program to improve Northern Nigerian communities' capacity to identify and respond to threats to civilians, particularly to women and girls. To achieve this goal, ABA ROLI will work with a partner on the ground that is already operating an Early Warning System (EWS) to expand the system to two high-risk areas in Northern Nigeria and strengthen the response mechanisms present within the existing EWS in Northern Nigeria.
  • The program activities will largely be implemented by the partner organization currently operating the EWS, with supervision and technical assistance provided by ABA ROLI.
  • The EWS Expert's role in this project will not require full-time work throughout the duration of the eight- month- long program but will involve 3-4 trips to secure locations in Nigeria to assist ABA ROLI's local partner in the assessment and design of response plans. Preparatory work can be conducted remotely.
Responsibilities
  • Assist the local partner to conduct an assessment of the response mechanisms used by communities served by the EWS in Northern Nigeria;
  • Pilot new and improved EWS response plans; and
  • Remotely conduct preparatory work for the program.
Qualifications
  • Experience with Early Warning Systems in Nigeria or elsewhere, particularly in EWS response mechanisms;
  • Expertise in security sector reform, particular community policing and citizen-led security initiatives;
  • Demonstrated capacity for research, and excellent analytic and writing abilities;
  • Capacity to quickly build strong relationships with civil society partners;
  • Must be willing to take 3-4 trips to the field; and
  • Fluency in English required.
