Job Title: Short-Term Consultancy Technical Design KM System

Background

In 2011, the Federal Government of Nigeria, through the Federal Ministry of Agriculture and Rural Development (FMARD) made a bold paradigm shift for the agricultural sector changing from a government endeavour towards treating agriculture as a business with private sector investment and the government as a facilitator. The Nigeria Agriculture Transformation Agenda (ATA) aims to establish a sustainable agriculture and agribusiness sector in Nigeria that creates jobs and raises incomes of rural population underpinning the national economy.

A functional dewsign for a KM system will be developed that will allow accessing and using knowledge resources such as documents, experts, activities, organisations and good practises as well as primary data for M&E. Required is translating the funcional design into a technical design.

Duties and Responsibilities

The expert will develop a Technical Design (TD) for the required KM System for FMARD/ATA which is based on the KM Framework and related Functional Design document in close collaboration with the consultant for the Functional Design. The technical design report should include a proposal for the overall architecture, software development framework, inventory of and short-list for suitable software packages, technical requirements for content management, use of suitable taxonomy/thesauri, and search and retrieval tools for information and knowledge sharing, import and export (XML) standards for the identified key content and data types.

The final output will be a report describing the infrastructure framework, software architecture and the technical specifications to be used for the development of the KM system for FMARD.

Competencies
  • Clear understanding of Knowledge Management principles;
  • Clear vision on the role of web-based information and knowledge platforms, including web 2.0 applications, institutional development and learning processes;
  • Clear vision on information and knowledge needs for technology from different user and stakeholder groups, and reflection in the KM & learning cycles as well as in policy and program processes;
  • Capacity to translate functional needs and requirements into a technical design of a structured knowledge management system;
  • Up to date knowledge on current and emerging web-based technologies, software development frameworks, software packages including database and interface tools, and design tools;
  • Clear understanding of the management and institutional arrangements for a technical development of information and knowledge systems, including web-based frameworks and software packages;
  • Strong analytical, reporting and visualization skills.
Required Skills and Experience
Education:
  • Advanced university degree in information and knowledge management systems and software development; or
  • University degree with sufficient working experience in software development for knowledge and information management systems.
Experience:
  • 15 years relevant professional working experience in knowledge and information system development projects;
  • Familiarity with African development challenges and proven experience with development of KM systems for Africa;
  • Proven experience in developing robust high-volume multi-user web -based platforms; expericne of working with commercial systems a clear advantage;
  • Familiarity with developing systems for national and international research, private sector, CBOs and governmental institutions and asset.
Language
  • Proficiency in English.
