Position Summary
  • MEASURE Evaluation Nigeria seeks a candidate for the position of Research and Evaluation Advisor based in Abuja, Nigeria.
  • MEASURE Evaluation Nigeria implements a diverse set of activities intended to strengthen the strategic information (SI) systems and human capacity in monitoring and evaluation (M&E) of Government of Nigeria agencies including the Federal Ministry of Women Affairs and Social Development (FMWASD), U.S. Government (USG) Implementing Partners, as well as other key stakeholders. 
  • The Research and Evaluation Advisor will manage a diverse research and evaluation portfolio in relation to Orphans and Vulnerable Children (OVC) programs in Nigeria.
Key Responsibilities
Working in collaboration with the U.S. based Research Management Team and the MEASURE Evaluation team in Nigeria, the Research and Evaluation Advisor will:
  • Lead the implementation of a large evaluation to assess the impact of a large-scale, complex, OVC program in Nigeria on child, caregiver, and household well-being;
  • Coordinate and supervise a local research organization in the conduct of household survey data collection in line with global best practice and standards
  • Co-facilitate the training of data collectors to collect high quality data;
  • Oversee and monitor data quality;
  • Manage, clean, and analyze all quantitative data;
  • Lead evaluation report writing;
  • Mentor local organization in data collection and analysis in order to build the organization's capacity in conducting evaluations;
  • Coordinate meetings and liaise with USG staff, program staff, and research staff working across organizations to carry out the evaluation;
  • Support use of evaluation findings among key stakeholders
Qualifications
  • Master's degree in monitoring and evaluation, public health, child development, social work/sociology, community development, psychology, economics, or a related field (PhD preferred)
  • 7+ years of conducting and managing research and evaluation, including research in community-based settings
  • Knowledge of and interest in issues affecting orphans and vulnerable children, and people affected by HIV
  • Experience working on a PEPFAR-funded project or research study
  • Experience in strengthening the demand for data and facilitating the use of information in the decision-making process at different levels
  • Demonstrated experience in facilitating meetings with broad groups of stakeholders including Government, international donors, universities, programs and communities;
  • Demonstrated skills in research training and capacity building through technical assistance and mentoring. This includes strong skills in public speaking and delivering trainings and workshops;
  • Demonstrated quantitative analytical skills, including use of Microsoft Excel, SAS, STATA, or SPSS, and skills in analyzing, interpreting and communicating information to a variety of stakeholders;
  • Strong writing skills;
  • Willingness to work with a team of Nigerian and U.S.-based staff in a challenging environment with short deadlines and a demanding portfolio of activities;
  • Willingness to travel throughout Nigeria routinely
