Evidence to Action for Strengthened Family Planning and Reproductive Health Services for Women and Girls (E2A) is USAID's global flagship project for strengthening quality FP/RH service delivery and is led by Pathfinder International. The project is designed to reduce unmet need for family planning by scaling-up proven best practices (BPs) to ensure that women and girls receive and use quality services through all stages of the reproductive life cycle. E2A promotes healthy FP/RH behaviors, gender-equality, and the application of compelling evidence for FP use. The project is in partnership with the African Population and Health Research Center (APHRC), IntraHealth International, Management Sciences for Health (MSH), ExpandNet, and PATH.

Pathfinder International is recruiting to fill the position below:

Job Title: Finance and Administration Officer

Program Overview
  • This 3 year, USAID supported project aims to contribute to the reduction in Mother to Child Transmission (MTCT) of HIV/AIDS by providing a standardized package of PMTCT and tuberculosis (TB)/HIV services integrated with quality reproductive MCH services in private healthcare facilities, as recommended by the National guidelines as well as the associated guidelines for RMNCH, and by addressing the underlying gender, youth, and HIV stigmas that impede access, provision, and sustained utilization of these services in Akwa Ibom, Rivers, C/River and Lagos states of Nigeria.
Position Purpose:
  • Ensuring that the project site functions efficiently in all administrative and financial matters. There are 3 positions, one each in Akwa Ibom, Cross River and Lagos.
Key Responsibilities
  • Responsible for the accounting function in the State office.
  • Ensure the integrated and efficient day-to-day administrative operations of the project office.
  • Ensures adherence to organizational and donor policies and procedures in all transactions.
  • Maintains proper books and records of accounting by overseeing the monthly preparation of the monthly office financial report.
  • Reviews TEVs, Procurements and project payments and ensures it complies with PI policies
  • Keeps custody of financial documents i.e. check books, lease agreements, contracts with donors, consultants and sub-grantees.
  • Reviews proposals and modifications of sub grants for feasibility, cost effectiveness, comprehensiveness, accuracy and compliance with applicable policies. Ensure compliance of sub grants from beginning through close out.
  • Carries out needs assessment for new sub grantees and in addition provides technical assistance to sub grantees.
  • Carries field monitoring of sub grantees.
  • Liaise with banks on confirmations, transfers and reconciliations.
  • Provide support to program staff in budget preparation and assist in implementation of w/shops and trainings.
  • Prepare yearly summary of receipts and disbursements of the field office with accompanying schedules for the Country Office.
  • Prepare the annual Field office budget in consultation with the FOM for necessary approval.
  • Ensures the safety of Company assets and oversee the maintenance of the register of non-expendable properties in the state office.
Basic Requirements
  • Degree or equivalent in Accounting, Finance or related experience.
  • Minimum of 3 years experience in a non- profit environment managing grants. Audit experience is an added advantage.
  • Excellent organizational skills, detailed oriented and high degree of accuracy, strong analytical skills and sound judgment.
  • Ability to work independently and as a member of a team.
  • Good computer skills including proficiency in word processing and spreadsheets.
  • Strong communication skills: both verbal and written.
