Nigeria Health Workforce Management (HWM) Activity
Overview:

Banyan Global operates within six practice areas: gender, youth, finance and investment, enterprise development, health, and evaluation and learning.
  • Banyan Global is the prime recipient of the Nigeria Health Workforce Management (HWM) Activity in Nigeria. The HWM Activity is a five-year task order to support the establishment of a cost-effective, well-trained, and motivated health workforce, particularly in targeted rural and remote areas of Bauchi, Ebonyi, Kebbi, and Sokoto States and the Federal Capital Territory (FCT). By its conclusion, HWM is expected to increase the production of new health workers competent to respond to current and future population health needs in these locations by 10,000; improve the distribution and skill mix of front-line workers to meet specific local demands; and strengthen the capacity of pre-service institutions to adopt and apply innovative education approaches. Targeted interventions will contribute to 1) improved management of maternal, child, and newborn health conditions and 2) increased responsiveness to community health needs. USAID will support the Government of Nigeria’s (GON’s) commitment to plan, recruit, train, manage, and retain its primary health care (PHC) workforce. This activity will contribute to the achievement of USAID/Nigeria’s Country Development Cooperation Strategy (CDCS) Development Objective 2 “a healthier, more educated population in targeted states” and Intermediate Result (IR) 2.1 “Utilization of quality health services in targeted areas and population groups increased.”
  • The Grantee Management Systems Capacity Building –consultants will be based in Kaduna and Sokoto States and report to the HWM Governance and Management Lead. The consultants will each provide technical support to one of two HWM Grantees to improve the management systems following the results of an HWM baseline assessment.

Tasks
LOE:

  • Review previous capacity assessments, the HWM Organizational Capacity Assessment (OCA), and the prioritized action plan for improvement LOE  - 1 day
  • Develop a coaching plan and provide technical assistance to address the prioritized areas for improvement LOE - 25 days
  • Work with the HWM Governance and Management Lead to conduct a post-technical support capacity assessment LOE - 1 day
  • Write report LOE - 3 days

Deliverables/Activities:
By the conclusion of the consultancy, the consultants will submit the following deliverables:

  • Results of post-technical support OCA and a further improvement plan
  • Report on the technical assistance provided

Approach:

  • The consultants are expected to provide the technical support through coaching of grantee organization to improve performance.
  • The consultants will help the grantees review their proposed improvement plan in order to ensure that their decisions increase effectiveness and efficiency.
  • For the coaching to be successful, the consultants will need to develop and share a coaching plan with the HWM Governance and Management Lead for approval before implementation.
  • As a coach, the consultants will serve as knowledgeable observers who will help the grantees accomplish tasks according to appropriate and acceptable management standards. Ultimately, HWM expects that the technical support will lead to significant improvements in the grantee management systems and overall capacity to respond to current and future programmatic needs.

Qualifications

  • A Bachelor’s Degree in Sciences, Social Sciences, Engineering, or related field with a Master’s Degree preferable
  • Previous or current experience working in an organizational capacity building role
  • Expertise in multiple management systems
  • Familiarity and understanding of USAID Capacity 2.0 concepts
  • Demonstrable experience of working with nascent Non-Governmental Organizations (NGOs)

Timing and Level of Effort:

  • The expected period of performance for this assignment is 30 days between June and September 31, 2022.
