Transition Monitoring Group (TMG) is the foremost independent civil society election observation organization in Nigeria. Established in 1998 as a non-profit organization, the TMG now has 400 member organizations committed to the entrenchment of democracy in Nigeria. The organization seeks to secure the highest standards in the administration of elections in Nigeria by ensuring that the election management body and the electorates carry out their responsibilities during elections in accordance with the Law and internationally recognized standards for free and fair elections. It also seeks to ensure that good governance is entrenched in Nigeria through responsible leadership. To do these, it conducts civic and voter education to enlighten Nigerians about their civic/ voting rights and responsibilities, and implements a well coordinated election monitoring programme to ensure that elections are conducted under a free and fair atmosphere.

As part of its strategic restructuring and expansion to meet the challenges of election observation to enhance integrity and credible elections in Nigeria, the Centre for Civic Education (a.k.a Transition Monitoring Group, TMG) seeks to fill the below position in its office in Abuja:

Primary Duties and Responsibilities
Leadership:
  • Participate with the Board of Directors in developing a vision and strategic plan to guide the TMG
  • Act as a professional advisor to the Board of Director on all aspects of the organization's activities
  • In addition to being Secretary of the Board, act as a spokesperson for the organization
  • Represent the organization at meetings and public forums, community activities to enhance the organization's community profile
Operational planning and management:
  • Develop an operational plan which incorporates goals and objectives that work towards the strategic direction of the TMG
  • Ensure that the operation of the TMG meets the expectations of ifs partners, Board and Funders
  • Program planning and management:
  • Oversee the planning, implementation and evaluation of the TMG's programs and services
  • Ensure that the programs and services offered by the organization contribute to the organization's mission and reflect the priorities of the Board
  • Monitor the day-to-day delivery of the programs and services of the organization to maintain or improve quality
  • Oversee the planning, implementation, execution and evaluation of special projects like Parallel Vote Tabulation otherwise known as Quick Count
Human resources planning and management:
  • Determine staffing requirements for organizational management and program delivery
  • Oversee the implementation of the human resources policies, procedures and practices including the development of job description for all staff
  • Establish a positive, healthy and safe work environment in accordance with all appropriate legislation and regulations
  • Recruit interview and select staff that have the right technical and personal abilities to help further the organization’s mission
Financial planning and management:
  • Work with staff and the Board (Treasurer) to prepare comprehensive budgets
  • Work with the Board to secure adequate funding for the operation of the organization
  • Research funding sources, oversee the development of fund raising plans and write funding proposals to increase the funds for the organization
  • Approve expenditures within the authority delegated by the Board
  • Ensure that sound book keeping and accounting procedures are followed
  • Administer the funds of the TMG according to the approved budget and monitor the monthly cash flow of the organization
  • Provide the Chair and Board with comprehensive, regular reports on the revenues and expenditure of the organization
  • Ensure that the organization complies with all legislation covering taxation and withholding payments
Community relations/advocacy:
  • Communicate with stakeholders to keep them informed of the work of the TMG and to identify changes in the community and sector served by the TMG
  • Establish good working relationships and collaborative arrangements with Election Management Bodies, community groups, funders, political parties, and other organizations to help achieve the goals of the organization
Risk management:
  • Identify and evaluate the risks to the organization's people (partners, staff, management, volunteers), property, finances, goodwill, and image and implement measures to control risks
  • Ensure that the Board of Directors and the organization carries appropriate and adequate insurance coverage
  • Ensure that the Board and staff understand the terms, conditions and limitations of the insurance coverage
Qualifications
Education:
  • Higher University degree in Law, Humanity, Media/Communication, Public Administration, Political Science or related field (including professional courses)
Knowledge, skills and abilities:
  • Knowledge of leadership and management principles as they relate to non-profit/voluntary organizations
  • Knowledge of all federal and State legislation applicable to voluntary sector organizations including: employment standards, human rights, occupational health and safety, charities, taxation, health coverage etc...
  • Knowledge of current community challenges and opportunities relating to the mission of the organization
  • Knowledge of human resources, finance and project management
Proficiency in the use of computers for:
  • Word processing, financial management and emailing Personal characteristics
  • Adaptability: Demonstrate a willingness to the flexible, versatile and/or tolerant in a changing work environment while maintaining effectiveness and efficiency,
  • Behave Ethically: Understand ethical behaviour and business practices, and ensure that own behaviour and the behaviour of others is consistent with these standards and aligns with the values of the organization.
  • Build Relationships: Establish and maintain positive working relationships with others, both internally and externally to achieve the goals of the organization.
  • Communicate Effectively: Speak, listen arid write in a dear, thorough and timely manner using appropriate and effective communication tools and techniques.
  • Creativity/Innovation: Develop new and unique ways to improve operations of the organization and to create new opportunities.
Experience:
  • 4 or more years of progressive management experience in a voluntary sector organization with a sound legal/human resource experience
Character:
  • Candidate holding any of the offices above must be of good character.
Hours of Work
  • The core hours for these positions will be 40 hours per week. Details of starting and finishing times, which may vary in accordance with TMG-needs, will be notified. There will be times when post holders will be required to work outside of the normal office hours.

  • All positions are with competitive Salaries depending on experience and qualifications
