Project Background
The Government of Niger State has applied for the financial assistance from the ISDB to reconstruct 82KM Minna-Bida road. This would increase on ridding quality, increase capacity of the road and link to the Federal roads (Minna-Lambatta-Suleja and Bida-Lambatta-Suleja).
The rationale of the Project includes the following:
- Increase movement of goods and services,
- Reduce accident rates,
- Revenue generation,
- Improve access to health facilities and
- Improve access to markets.
Project Components
Government of Niger State palns to reconstruct the existing Minna-Kataeregi-Bida in Niger State. The scope of the project includes:
- Reconstruction of existing carriageway
- Dualization of carriageway (82KM) with interchange at Minna and Bida terminals
- Construction of 2 Nox toll plazas with shopping arcade
- Construction of pedestrian bridges
- Construction of social development initiatives (schools, market, water points, health facilities); and
- Maintenance Programme and Capacity Building for Project staff.
The Objectives of the Assignment
- The Objectives of the assignment are to provide professional advice and management support to the SPMU to effectively implement the project. In order to achieve these objective, the SPMU staff would carry out, broad scope of project management activities.
Job Description
Duties includes but not limited to the following:
- Administratively responsible to the project coordinator.
- Establish an effective and participatory M&E system
- Based on the project budgets, design a framework for the physical and process monitoring of project activities.
- Guide project staff and consultants/Contractors in preparing their progress reports.
- Together, analyse these reports in terms of problems and actions needed.
- Prepare consolidated progress reports for project management to submit to the EA, in accordance with approved reporting formats and timing
- Review monitoring reports, analyse them for impact evaluation and to identify the causes of potential bottlenecks in project implementation
- Collaborate with project staff and Consultants Contractors on qualitative monitoring to provide relevant information for ongoing evaluation of project activities, effects and impacts.
- Ensure that, in general, project monitoring arrangements comply with the project loan agreement and, in particular, the provisions of this agreement are fully observed in the design of the project M&E plan, etc.
Qualifications
- Must possess a Degree in relevant field of study or its equivalent
- Must have above 4 years experience in monitoring and evaluation or related assignments
- Experience in Multilateral Banks finance Project is an added advantage
- Excellent computer skills.
