Background

  • The National HIV/AIDS Strategic Plan (NSP) is developed through a participatory and collaborative process of all HIV/AIDS stakeholders.
  • It provides the crux of the national HIV and AIDS response, serving as a crucial platform for uniting stakeholders towards achieving the country’s targets, as well as serving as a resource mobilization tool for the national response.
  • It, therefore, provides an opportunity to align the national HIV and AIDS response with relevant global standards, particularly the “Global AIDS Strategy, Political Declaration on HIV and AIDS, the Fast-Track to accelerate the fight against HIV and to end AIDS epidemic by 2030, the Sustainable Development Goals (SDGs) and the critical priorities for achieving the 95-95-95 targets by 2025”. The 95-95-95 targets specify that: “by 2025, 95% of all people living with HIV will know their HIV status; the second 95% of all people with diagnosed HIV infection will receive antiretroviral therapy and the third 95% of all people receiving antiretroviral therapy will have viral suppression.
  • The NSP also recognizes Nigeria’s federal governance structure, her socio-cultural context and the rights of all people in Nigeria to equitable access to HIV-related services.
  • The NSP development process begins with the development of a National Strategic Framework (NSF) 2021 - 2025. The NSF 2021 -2025 guides the development of the State HIV and AIDS Strategic Plans (SSP) 2021-2025.
  • The National Strategic Plan 2022-2026 will be used to galvanize all stakeholders to focused strategies, mobilize resources as well as monitor and track implementation of the response.
  • Again, we understand that many of the inequalities that facilitates the spread of HIV and the emergence of COVID-19 have been amplified and further exposes the fragility of the gains the HIV/AIDS response has made.
  • The resilience and experience of the HIV response in addressing inequalities that disproportionately affect the key and priority populations is critical to the once-in-a-generation opportunity to ‘build back better from COVID-19’.
  • The June 2021 Political Declaration in which Heads of States and Governments and representatives of States and Governments committed to the targets for 2022 - 2026 is a testament to the global solidarity in advancing the HIV response to the next level over the next 5 years.
  • The Political Declaration sets out evidence-based priority actions and targets to get all countries and communities on track to end AIDS as a public health threat by 2030.
  • Nigeria is committed to implement the commitments made in the declaration in a bid to achieve critical national targets and report on progress annually through the Global AIDS Monitoring System.

The objectives of the National HIV/AIDS Strategic Plan 2022 - 2026 are:

  • To attain epidemic control and achieve the 95:95:95 strategy
  • To ensure sustainability by fostering increased domestic financing, strengthening national and state-level ownership, and accountability of a sustainable HIV/AIDS response.
  • To align policy directives and funding recommendations for the HIV/AIDS response
  • To integrate national targets and strategies.

Job Description

  • Under the general coordination of the WHO Country Representative, the Deputy WHO Country Representative and the Cluster Leads, and in conjunction with the HIV team, the Consultant will support the National Agency for the Control of AIDS (NACA) with the development of the NSP with focus on treatment, care and support component.Provide technical support in the development and finalization of the NSP 2022-2026
  • Co-facilitate the desk review of all related relevant reports, plans and documents
  • Collate and analyse data collected
  • Present data analysis, findings and recommendations for the NSP 2022-2026 development
  • Utilize the reporting template as provided by the lead consultant to draft the report on thematic area
  • Provide appropriate thematic strategies with focus on general and specific sub populations for the 2022 – 2026 National HIV/AIDS Strategic Plan (NSP)
  • Submit a process report highlighting achievements, lessons learned, gaps and recommendations for future similar exercises
  • Perform any other function as required by the lead consultant.

Requirements
Education Qualifications:

  • Essential: Medical and/or Health related Degree and a Master's Degree in Public Health from a recognized University
  • Desirable: Professional training and certifications in public health from a recognized University.

Experience:
Essential:

  • At least 5 years of technical and programmatic experience working on HIV treatment and care in Nigeria.

Desirable:

  • Experience in HIV service delivery for underserved populations.
  • Expertise and experience providing technical support, and experience working with HIV stakeholders including, PEPFAR, the Global Fund and other HIV actors, and including the Ministry of Health and civil societies.

Functional Knowledge and Skills:

  • Experience with technical writing, literature review, data synthesis and report writing. Good communication, presentation and coordination skills also needed.
  • Demonstrated ability to work with experts at national and regional levels, and to establish and maintain effective working relationships with people of different national and cultural backgrounds.
  • Excellent organizational skills.

Other Skills:

  • Proficient in MS Office Software applications, data analysis and technical presentations.
