Child Safeguarding

  • Level 3:  the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

Role Purpose

  • The Humanitarian Safety and Security Officer, Borno SCI Area Office will work closely with the Humanitarian Response Security Manager and the Head of S/S to carry out safety and security assessments; make recommendations and provide support for their implementation by Humanitarian Response Team.
  • The Safety and Security Officer will support the Security Manager in implementation of Save the Children’s Safety and Security Policy and Standards within the Humanitarian Response and help drive systemic change in the quality of safety and security management and contribute to building Humanitarian Response compliance with safety and security Minimum Operating Standards.
  • S/he will also support the Security Manager in taking forward the organisational security vision, mission and values.
  • The post holder will support the Security Manager in capacity building of staff on safety and security.

Scope of Role

  • Reports to: Borno Humanitarian Safety and Security Manager
  • Staff directly reporting to this post: Safety and Security Assistant, Security Focal Persons and Security Guards Supervisor.

Key Areas Oof Accountability

  • Coordinate with the safety and security manager for the preparation & delivery of high quality reports, analysis and security by gathering information from a variety of sources.
  • The Security Officer will submit written weekly Field security report to the Security Manager and
  • The officer will compile all incidents recorded on weekly basis and send to CO
  • Ensure that incident reports are properly compiled in a timely manner by staff and shared with the Security Manager and SS unit CO
  • Monitor events, review incidents and coordinate analysis, follow up actions and recommendations
  • Provide security updates which include situational analysis, actions taken and actions recommended to SC Field management team
  • Deliver weekly safety and security briefing to all staff
  • In charge of security guards
  • Checking and replenishing hibernation kits
  • Checking and servicing of fire extinguishers 

Policies and Procedures:

  • Ensure that all SCI Maiduguri staff understand the countrywide security plan and agree to abide by its policies and procedures.
  • Monitor the security environment and adjust security policies and procedures accordingly in consultation with the safety and security Managers and the 
  • Ensure quality and relevance of area security plans.
  • Undertake reviews of policies and procedures; identify opportunities to enhance security.
  • Tracking of field staff 
  • Deliver pre – departure security brief to field staff

Programme Implementation:

  • Advise on safe movement for staff e.g. proper vehicle fleet management policies, adequate safety and communication equipment in vehicles and training drivers in established procedures and requisite skills
  • Assist with proposal development to ensure adequate consideration of safety and security need and inclusion of security costs.
  • Undertake security assessments of and field missions to programme areas and potential programme areas; report on findings and design necessary improvements.
  • Provide safety and security support and advice to Field TAs Programme managers.
  • Communication and Training:
  • Liaise on a regular basis with other INGOs and UN agencies, Borno state government and local administration and where possible with community leaders in the process of gathering and verifying security information
  • Coordinate the gathering and flow of information with other relevant actors; classify security information according to its reliability and accuracy
  • Coordinate and manage the proper use of SCI communication equipment/systems and alert the safety and security Manager of any hardware failures
  • Develop security briefing material and provide orientation to incoming or newly appointed staff
  • Coordinate Safety and Security trainings to SCI staff, security guards and partners. Trainings will include medical, communications, guard force and driving but will also include other higher-level security trainings.
  • Provide timely security briefings for visitors in Maiduguri area office, and on occasions escort visitors on field missions
  • Develop and implement security training for all Maiduguri staff, develop and apply evaluation processes to determine whether training competencies are met.

Qualifications and Experience
Essential:

  • Expertise in current safety and security context, practices and issues affecting aid work.
  • Fluent in English (written and spoken). 
  • Minimum of 4 years post NYSC work experience in Security Management 
  • Experience of INGO security management/Adviser.
  • Proven experience and understanding of humanitarian operations and understanding of programming in an emergency. 
  • Experience living and working in NE Nigeria or neighbouring states
  • Good interpersonal skills with the ability to communicate at all levels, establish information and security networks, and coordinate with country authorities, militias, donors, International Organisations and local NGOs.
  • Experience of working in hostile environments.  Self motivated with the ability to work autonomously in a highly stressful and challenging environment.
  • Proven training of trainers skills and proven experience of training multi-national staff
  • Ability to formulate and communicate analysis of a changing security environment.
  • Proven skills in concise and succinct report writing.  
  • Ability to prioritise security related tasks and complete reports to deadlines.
  • Fluent in Hausa and /or Kanuri
  • Strong leadership skills and proven skills in managing a team in hostile environments
  • Proven knowledge of MS office applications and IT literacy and capacity to learn and use other packages.
  • Commitment to the aims and principles of Save the Children.  In particular, a good understanding of the Save the Children mandate and child focus and an ability to ensure this continues to underpin all aspects of the job.   Commitment to Save the Children Child Safeguarding policy.

Desirable:

  • Operational experience in post war affected environments with INGO, Military or Paramilitary background.
