Specific Duties & Responsibilities

  • The incumbent will report to the Laboratory Manager (Integrated Services Delivery), for all Laboratory Services and shall under the guidance of the Associate Director, shall assist with providing technical support in the design, planning and implementation of laboratory services and the following task
  • Assist with coordination and oversight on the functionality and optimization of clinical laboratory services related activities across all States, healthcare facilities and communities.
  • She/he will assist with the evaluation of related laboratory methods and procedures; and conduct periodic laboratory system assessment and review of activities.
  • The job holder will oversee design and implementation of related laboratory services processes focusing Bidirectional HIV/C-19 Testing, Waste Management, Biosafety, Infection Prevention and Control) and align Laboratory Continuous Quality Improvement to optimized service delivery, and the deployment and institution of appropriate corrective and preventive action respectively.
  • S/he will review and monitor QA and QC activities of the related-laboratory services to determine conformance with established policies, national regulations, or accreditation requirements.
  • S/he will be responsible for the design, coordination and implementation and monitoring of the Bidirectional HIV/C-19 Testing, Waste Management, Biosafety, Infection Prevention and Control
  • Ensure the functionality of Infection Control Committees across supported sites.
  • S/he will monitor the system for optimal service delivery reporting in Laboratory Information System and related-databases (e.g. SORMAS for C-19).
  • S/he will assist with the monitoring of related RTKs QA/QC and utilization and reporting system for (near) real-time monitoring of laboratory service optimization
  • S/he will support in resolving quality-related issues on service delivery and leveraged on existing CQI approaches to achieving targets.
  • Support Lab systems and processes review that impacts on Service delivery
  • Compile, analyze and monitor trends on the functionality and optimization of all Clinical laboratory services as well as laboratory related activities.
  • Prepare progress reports of laboratory activities, lab program implementation and lab quality issues.
  • Perform any other duties assigned.

Qualifications, Knowledge, Skills & Ability

  • Bachelor's Degree or equivalent qualification in Medical Laboratory Science. Master’s degree an added advantage
  • A valid certificate to practice as Medical Laboratory Scientist mandatory.
  • 4 years experience of running/implementing public health programs preferably in the NGO context.
  • Knowledge and experience in the design, implementation and management of laboratory services in HIV/AIDS program or any other public health intervention program.
  • Experience in an ART public laboratory program setting, is required.
  • Understanding of Biosafety principles, IPC, Waste management and behavioral change skills sets in using Knowledge, Attitude and Practices appraisal methods to initiate and institute change desired change, is required.
  • Familiarity with standards and federal/state regulations affecting the laboratory and laboratory practices.
