Job Purpose

  • Under the direct supervision and guidance of the Head of Livelihood the Programme Policy Officer – Livelihood and Resilience will provide effective specialized technical support to policy and programme activities that effectively meet objectives of building resilience of vulnerable households for food and nutrition security.
  • The position will focus on the new multi-year project on supporting smallholder farmers (SHF) to improve productivity, reduce post-harvest losses, increase market access and incomes, which is funded by the MasterCard Foundation.

Key Accountabilities (not all-inclusive)

  • Provide technical advice in line with the overall programme requirements, and specifically the smallholder farmers support interventions under the Mastercard grant, on a wide range of programme and policy issues including analysis, knowledge management, data presentation and reporting according to programme objectives.
  • Provide project management support to specific and defined project of small to moderate size and ensuring a coordinated approach with wider programme activities and other functional units that complies with WFP standards and procedures.
  • Extend operational oversight on SHF support interventions in the Northwest, including liaison with cooperating partners, government counterparts and other development partners working in this region
  • Lead the development of a limited number of projects and analytical reports ensuring alignment with wider programme policies and guidance.
  • Contribute to program communications through good research, analysis of assigned area of work and timely preparation and distribution of information products to target audience(s).
  • Research and analyze policy and operational issues to support programme management in the development of strategies and innovative programme interventions, particularly related to food and nutrition security, resilience building and durable solutions.
  • Coordinate with different thematic in the program unit to develop monthly or quarterly factsheet and success stories from program interventions, highlighting the synergies between the interventions of the different strategic outcomes of the country strategic plan
  • Establish and maintain operational partnerships to identify opportunities for collaborative approaches and initiatives that improve assistance packages and support advocacy work.
  • Contribute to the preparation of accurate and timely progress reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders, including donor specific visibility content.

Standard Minimum Qualifications
Education:

  • Advanced University Degree in International Affairs, Economics, Nutrition / Health, Agriculture, Environmental Science, Social Sciences, or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Experience: 

  • At least five years progressive experience in programme and policy; Programme cycle management, including programme analytics and reporting.  Has experience in reporting and communication with donors and external partners. Desired Experiences For Entry Into The Role:

  • Exposure to and experience with water works and infrastructure implementation, agriculture and livestock, watershed management,
  • Natural Resource Management, International Development, Social Protection and planning, participatory approaches and community-led change projects; food security, nutrition programmes and safety nets desirable; 
  • Exposure to and experience with food security, nutrition programmes and safety nets desirable; 
  • Proficiency in Windows, MS Office (Word, Excel, Power Point, Outlook) and experience in using geographic information systems is an advantage; 
  • Good analytical skills; resourcefulness, initiative, maturity of judgement, tact, negotiating skills; ability to communicate clearly both orally and in writing; ability to work in a team, and establish effective working relations with persons of different national and cultural backgrounds; 
  • Ability to cope with situations which may threaten health or safety; 
  • Flexibility in accepting work assignments outside normal desk description.
  • Ability to deal patiently and tactfully with people of different national and cultural backgrounds.

Language: 

  • Fluent English both written and spoken.
