Oxfam Nigeria is recruiting to fill the position of:

Job Title: Roving Business Systems Manager (Programme Finance)

Level: Global B2

Hours: Full-time - 36 hours per week

Team Purpose
  • To ensure an effective approach to financial management and control throughout International Division and that appropriate financial information is provided by regions/departments, processed efficiently and reported to all external and internal stakeholders.
Job Purpose
  • Lead business services functions and provide support to development programmes in the high risks countries.
  • The post shall ensure that Oxfam has the required business structure, resources and technical capacity to manage in a complex environment.
  • The position shall also respond rapidly to major needs anywhere in the world as maybe required by the organisation. These may include support to emergencies in some parts.
Reporting Lines:
  • Post holder reports to: Head of Programme Finance
  • Staff reporting to this post: Will vary from deployment to deployment
Key Responsibilities
  • Deployments 90% of the time: (Depending on deployment, the role may be required to change within the scope)

Management:
  • Provide leadership and representation of the various business support functions, ensuring the best possible support to the programme and advice to the country management team through direct or matrix management.
  • Ensuring all business support functions operate in an effective manner, complying with all Oxfam GB requirements and procedures as well as country legal framework
  • To manage directly reporting staff, ensuring work priorities/objectives are
  • developed and staff are fully trained and inducted to undertake their role. Including the potential handing over to national staff depending on the programme.
  • Manages or supervises the programme Administration/Finance/Funding/Human Corporate Human Resources 2 Version 1/2013 Resources/Information Systems/Logistics teams as appropriate. This will vary from deployment to deployment but could include all of the named functions.
  • Technical matrix management of business support functions within project offices as required.
  • Liaising with managers in country, in the regional centre and Oxford as necessary in order to resolve problems related to the effective functioning of business support.
  • Facilitate Business and programme teams relationship building and working
  • together as a team
Finance:
  • Lead and provide support to the Country Director on risk management, systems and compliance
  • Provide direction on financial management, policies and procedures, ensuring that the programme is informed of all developments in financial policies laid down by Oxford, Regional Centre or the Country Programme.
  • Provide direct support to Country Directors and Programme Managers on all
  • matters of finance specifically budget preparation, monitoring, control and reporting with a view to ensuring good financial standards are met. These include being propositional on resolutions.
  • Produce regular financial management information for the Country/ Programme/ Management Teams and ensure that the finance team provides necessary financial reports for programme managers to monitor and review their project activities.
Donor Contract Management (where there is line management of DCM):
  • Ensure that all donor contract administration is properly managed including
  • Peoplesoft information systems and records on donor contracts and income data.
  • Ensure compliance to donor contract conditions including timely submissions
  • Provide support for the analysis of donor contracts trends, (financial and contract
  • information for the country programme).
  • Manage or liaise with the funding team to ensure effective donor contract
  • management (reporting, proposals, and budgets) and liaising with Regional
  • Funding unit, Oxford and donors as required.
  • Information Systems (IS) ( Management of country resources)
Information Systems (IS) ( Management of country resources):
  • Ensure that there is a good, and efficient communication with the IS teams in
  • Oxford/ Regional Centre ensuring an appropriate level of coordination and collaborative ways of working.
  • Continuous follow up to IS process and day-by-day operation ensuring compliance with minimum standards and policies.
  • Manage Country/Programme IS staff as appropriate and ensure that outsourced activities and relations with key providers are properly maintained.
  • Where Network Transformation Project is rolled out, ensure implementation in accordance to guidance from IS in HQ
Logistics( Management of country resources):
  • Strategic management of the Logistics function whilst on deployment to ensure continuous follow up to Logistics processes and day-to-day operations ensuring Corporate Human Resources 3 Version 1/2013 compliance with minimum standards and policies.
  • Provide support and guidance on good practice on use of assets, vehicles, equipment and in general organisation of resources to ensure an appropriate use and compliance with Oxfam GB policies.
  • Provide leadership and support on reporting
Human Resources and Administration (where there is line management of HR & Admin):
  • Liaise and co-ordinate with the HR Managers/Advisers in country on strategy, ensuring an appropriate level of collaboration, and compliance with minimum standards in recruitment, induction, staff development, compensation and benefits, succession plans, staff health & safety, security and legal compliance.
  • Review and ensure quality on payroll processes.
  • Co-ordinate with the Administration teams function on the efficient management of offices/ guest houses/sub-offices/warehouse as appropriate.
  • Provide leadership in policy update and adaptation in the country of deployment (for example Rest and Recuperation and Time Off In Lieu policies; Hard to Work allowances)
General:
  • Undertaking research project work to document experience and build up institutional learning on aspects of risk management.
  • Collate learning deployments for IFIS business support development
  • Undertake public speaking on Oxfam's work in the countries of deployment (lunch time talks)
Non-deployed time 10% of the time (During quiet periods/non-deployments other duties may include:
  • Other tasks designated by Head of Programme Finance
  • Advising in risk management and systems development
  • Coaching and mentoring staff
  • Participating in audits, evaluations and staff training events
  • Ensure that any learning from deployments is feedback via a structured debrief with line manager and HR.
Skills and Competence
Essential:
  • Educated to qualified/degree level in Finance/Accounting and/or MBA and/or relevant
  • Qualification with proven Accounting experience and Financial management skills.
  • High level of computer literacy, excellent working knowledge of spreadsheets, databases, internet and e-mail.
  • High level ability in the application of strategic financial, IS and logistics management and experience in maximising resource utilisation
  • Experience in managing risk within differing and complex context Corporate Human Resources 4 Version 1/2013
  • Ability to prioritise own workload, work independently and work to deadlines
  • Significant management experience in large or complex organisation
  • Excellent management and leadership skills
  • Ability to manage outside of specialisation
  • Good interpersonal and team skills and proven ability to be flexible in demanding situations.
  • Good coaching skills and ability to develop others.
  • Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts.
  • Willingness to travel at short notice and often in difficult circumstances.
  • Excellent communication skills and fluent written and spoken English.
Desirable:
  • Substantial experience in the NGO sector
  • Experience of working with donor agencies and knowledge of their reporting requirements
  • High level ability in the application of strategic HR Management
  • Knowledge of other languages particularly French, Portuguese and Spanish
Remuneration
£30,647 to £42,859 p.a. net
equivalent to £39,175 to £58,649 GBP UK gross. (Net = take home pay. Oxfam will meet the tax and social security liabilities of postholder in addition to net salary).
