Job Summary

  • The Program Officer HIV & OVC MEAL will support all Monitoring, Evaluation, Accountability and Learning (MEAL) towards sustainability of HIV and OVC service delivery at the national and sub-national levels.
  • This support includes; support for HIV/OVC coordination & sustainability platforms, innovative case finding, DSD models, retention in care models, scale up of viral load uptake, Quality of Care Strategies and OVC programs.
  • In collaboration with the ACCESS technical team and GoN structures, S/he will support the development of MEAL policy documents and ensure compliance with data management policies including accurate and timely reporting of results to key stakeholders at the national and sub-national levels.

Roles and Key Responsibilities
MEAL Technical Assistance:

  • Strengthen MEAL strategies for effective HIV treatment and OVC services at the central office and at states of ACCESS project implementation.
  • Support the efforts of GoN at national and sub-national levels and PEPFAR to standardize and scale up the use of evidence based technical strategies for HIV treatment quality improvement.
  • Strengthen HIV & OVC coordination/sustainability platforms using MEAL strategies.
  • Support the development of SOPs, job aids and guidelines for HIV treatment, OVC programs and Quality Improvement for PEPFAR implementing partners and civil society organizations (CSOs).
  • Support MEAL strategies to strengthen bi-directional linkages towards improved OVC – Pediatric ART integration continuum of care with a focus on optimizing health and social services workforce and improved data management information system.
  • Support content provision and capacity building for the NMRS and NOMISS.
  • Support the strengthening of the sub-national Monitoring and Evaluation Technical Working Group for HIV treatment and OVC services.

Representation and Learning:

  • In consultation with the technical lead, represent the consortium on relevant technical meetings including high level representation, advocacy and donor engagement as required.
  • Ensure necessary technical assistance and training is provided to partners to develop capacity to implement HIV/OVC MEAL activities as per the project requirements.
  • Contribute to the documentation and dissemination of project efforts, achievements, lessons learned and innovations within ACCESS and to the larger Nigerian and global technical community, as appropriate.

Qualifications

  • A minimum of Bachelor’s Degree in Social Sciences, Sciences, or related field.
  • Demonstrated skills in MEAL, data management and quantitative and qualitative research methodologies.
  • Up to five years in PEPFAR program implementation; experience in providing MEAL technical assistance for PEPFAR HIV/OVC interventions including at least one year experience in above site/sustainability intervention.
  • Demonstrated ability to work effectively with government, CSOs and communities as well as transfer knowledge to diverse audiences through workshops, training and meetings using participatory methods and adult learning principles.
  • Proven inter-personal skills for effective teamwork; as well as the ability to work independently on a frequent basis, taking initiative, working under pressure, managing a variety of activities concurrently, and delivering outputs on schedule.
  • Ability to work both in a team and independently and ability to transfer knowledge through formal and informal training.
  • Excellent analytic, organizational and computer skills; skilled in MS Office (including Word, Excel, Outlook, and PowerPoint) and Commcare.
