Project Background

  • In collaboration with the Government of Nigeria (GoN), PEPFAR/USAID investments have led to the achievement of significant progress in the fight against the HIV epidemic in Kebbi, Sokoto, and Zamfara. However, the 2018 Nigeria HIV/AIDS Indicator and Impact Survey (NAIIS) showed that epidemic control targets are yet to be achieved. Further, this progress is threatened by development challenges: limited financial resources, insufficient use of data for decision making, weak coordination mechanism across all levels of government and insecurity.
  • The Accelerating Control of HIV Epidemic (ACE) project provides USAID with the opportunity to support the GoN, civil society groups, and private sector actors in the cluster 3 focus states to close gaps in reaching control targets, address critical challenges in implementing their HIV response and accelerate progress towards sustainable epidemic control.

Job Summary

  • The State Team Lead will provide programmatic, technical, and financial responsibility for state level leadership and management of and reporting on program activities, making decisions and solving problems in short timeframes while ensuring operational and program quality and integrity and serving as the program’s first point of interface with USAID, government, and other critical stakeholders on routine and strategic matters.

Key Responsibilities

  • The STL will lead the implementation of the ACE Project in the state, oversee all ACE staff, consultants and sub-grantees in the state and assist with work planning and harmonize with State strategic plans.
  • The STL will foster a productive working relationship between team and partner organizations including subgrantees while maintaining an excellent working relationship with counterparts at state and local government levels.
  • The STL will work with sub-grantees, supervise their activities and oversee quality of interventions at project supported communities, monitor and maintain technical quality and cost performance of activities in all aspects of the project’s deliverables.
  • The STL will work with M&E staff to implement existing M&E plans, including Collaborating, Learning, and Adapting (CLA), that will feed data into data management systems and help document programmatic results, achievements, success stories and challenges in a timely manner, as required by the project.
  • The STL will work with the finance team to ensure the financial integrity of all project expenditures in the state.
  • Document issues affecting achievement of deliverables and work with Chief of Party and other team members to resolve issues.
  • The STL will perform all other duties relating to the project as assigned by the Chief of Party.
  • Facilitate engagements and cultivate relationships with key stakeholders across government, partners, donors, and other non-governmental organizations.
  • Represent the firm at meetings with key government stakeholders and development partners within and outside Lagos.
  • Coordinate and participate in activities implemented by sub-grantees on demand creation, provider readiness and operations research on the project.
  • Develop and update stakeholder and project risk management plan to reflect implementation realities. o Develop and implement a performance management system to track results

Education and/or Work Experience Requirements

  • A Master’s Degree in a relevant field such as Health Economics, Health Financing, Public Health, Public/Social Policy, or a related field.
  • Minimum of 7 years’ relevant work experience that demonstrates expertise in Health Financing (specifically strategic health purchasing and/or provider payment mechanisms) and qualitative/quantitative research.

Desired Competencies:

  • Experience in implementing USAID grant
  • At least 5 years’ demonstrated experience in implementing health financing/ health insurance programs.
  • Proven experience in stakeholder management including ability to engage in technical and policy discussions with representatives of government and other development partners.
  • In-depth knowledge of the Nigerian healthcare system and key health system actors.
  • Good knowledge and experience of the health system arrangements in Lagos State
  • Demonstrable strong oral and written communication skills.
  • Ability to develop policy briefs and other advocacy materials, as well as the ability to construct evidence-based arguments and demonstrate sound technical knowledge of health financing.
  • Proven ability to provide on-the-job capacity building, coaching and facilitation of trainings.
  • Proficiency in Microsoft Office Suite and one or more of the following statistical software: SPSS, Stata, SAS and/or R.
  • Experience implementing family planning programs will be an added advantage
