Main Duties and Responsibilities

• Planning, coordinating, implementing and monitoring all logistics activities in the project related to Water, Health and Sanitation, according to MSF protocols and standards in order to ensure an optimal running of the project
• In collaboration with the PMR and the Logistics manager, planning, elaborating and reviewing the annual budget for the EH activities in order to identify and give a response to the needs of the mission and the targeted population.
• Monitoring on a day-to-day basis the implementation of the EH activities in the project ensuring compliance of MSF standards, protocols and procedures, and reporting to the PMR on the development of the ongoing programmes including the following:
  • Designing, implementing and managing all the EH interventions in the project. (including, but not limited to: water supply, excreta disposal, waste management, hygiene, and infection control
  • Conducting routine EH assessments in collaboration with project medical teams to identify EH needs at project level and making recommendations for response activities to the line manager (PMR).
  • Ensuring the EH contribution to the development and planning of emergency response strategies and resources, in collaboration with the medical and logistical teams
  • Ensuring availability, proper purchasing, and appropriate technical specifications of required materials and equipment through planning, organizing and overseeing the inventory of the EH stock
• In collaboration with the PMR and the HR manager, participating in the planning and implementation of HR associated processes (recruitment, training, briefing/debriefing, evaluation, detection of potential, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required to correctly perform all logistics activities pertaining to his area
• Providing technical support to the medical team in identifying possible "risk factors" (e.g. behavioural practices, environmental sources of infection, and transmission routes) and offers solutions for infection control. Actively contributing to the integration of EH activities in the medical intervention offering project proposals and work plans.
• Ensuring proper collection and monitoring of EH data. Ensuring multidisciplinary data availability. Providing analysis of data and regular reporting of results (as requested by line management)

MSF Section / Context Specific Accountabilities

• Ensure that water, sanitation and hygiene standards are in place in Maiyama ITFC, at the base, warehouse and as well in ATFCs and adapt them as the context changes.
• Supporting the IPC manager in the implementation of infections prevention and control measures
• Conducting EH assessments in IDP camps in collaboration with other teams’ members to identify EH needs and making recommendations for response activities
• Supporting EH implementation in ICCM programme, especially the management of medical waste
• Participating in the set-up of EH indicators in the logframe as well their evalutions through specific tools to be put in place, analyse and report EH SITREP/MMR to line manager
• Prepare weekly plan and submit to PMR and EHTL
• Responding to emergencies by providing support in terms of water, sanitation and hygiene
• Pursuing latrines rehabilitation and maintenance in Maiyama ITFC and MSF-OCB Guest houses
• Providing technical guidance to EH technician/EH agents in order to ensure a proper waste management, precisely collection, transportation, treatment and disposal in Maiyama ITFC and MSF OCB compounds as per MSF protocols;
• Provide technical guidance to put in place the vector control measures in the Project
• Providing technical guidance to EH technician in order to ensure a proper maintenance of water supply and sanitation facilities in Maiyama ITFC, ATFCS and MSF OCB compounds

Minimum Required Skills and Qualifications
Education:

• Academic background BSc/ B.Eng in Civil Engineering, Hydraulics, Geology, Sanitation, Health Engineering or Public Health. Watsan in Emergencies Training within or outside MSF is strongly recommended

Desirable:

• Public Health background or experience

Experience:

• Previous experience in technical aspects of water and sanitation works.
• Minimum of 2 years of hands on field emergency WHS professional experience in a humanitarian or international development setting
• Desirable: experience in or familiar with implementing and promoting the use of two or more of the following activities (water supply, excreta disposal, waste and waste water management, vector control, and dead bodies management) in two or more different contexts (conflicts, natural disasters, refugee/IDP camps, etc.)

Languages

• English Language essential
• Hausa language desirable.
