Job Title: Operations / Security Manager

Location: Akure, Ondo
Employment Type: Full-time

Roles and Responsibilities

  • Develop and maintain relationships with various staff who may have an impact on the security of TRACE staff. These include, but are not limited to, local leaders, police, military, gendarmerie, other NGOs, the UN, and government and community leaders.
  • Liaise with other security officers from private companies, UN, US Department of State Regional Security Officer, USAID Partner Liaison Office for security, Overseas Security Advisory Council, NGO Security Forum, private and local security providers.
  • Ensure oversight in maintaining a safe and secure environment for Chorus employees, visitors, premises, assets and security is mainstreamed into all field operations and that high-quality information is available for decision making.
  • Assist in the development of security RFPs/Tenders for private security contracts.
  • Supervise local guards or guard contracts in the regional offices of Akure and Ikom.
  • Travel to regional offices as required for coordination efforts and assess field site compliance with safety and security procedures during field activities. Analyze open source and confidential information to continuously update national and local threat levels.
  • Maintain information on political, economic and social status at the national, state, regional and local levels, and report to the Chief of Party and the Head of Global Security Corus.
  • Provide security briefings before and after the arrival of Corus in-country staff and international consultants.
  • Serve as owner of the Country Safety and Security Plan providing updates at least annually, submitting updates to Corus Global Security Manager and Corus Security Director for final approval.
  • Act as owner and update the Emergency Action Plan (EAP) as needed and that they are adhered to all times.
  • Develop and maintain a telephone system and a guard system to notify and track staff in the event of an emergency.
  • Perform and regularly update security risk assessments for current and potential Corus areas of work.
  • Ensure staff compliance with Corus security training policies. Provide security briefings and training to staff. Provide all staff with safety and awareness training that may include Security Plan, Contingency Plans, Security Management, Incident Reporting, Prevention and Response mechanism, and risk threat analysis. Recommend external training as needed.
  • Provide travel management support, including possible tracking systems (including satellite phones, appropriate communication redundancies and wellness checks for traveling personnel. Co-sign all travel authorizations and institute regular check-in (before noon/afternoon) when warranted.
  • Ensure compliance with the Corus Incident Management System for incident tracking and reporting.
  • Maintain disaster response plan, evacuation plan and other contingency plans as required.
  • Work closely with country and HQ leaders to advise on travel restrictions and program hibernations.
  • Ensure that all project vehicles are equipped with the required safety equipment, that personnel follow standard safety rules (i.e., seat belts, speed limit, etc.) and that drivers receive in-service and ongoing training on safety protocols.
  • Regular inventory and stock as necessary hibernation kits, first aid kits, and vehicle safety kits; ensure that staff know when and how to use them.
  • Serve as a key member of the in-country incident management team.

Education & Experience

  • Bachelor’s Degree in in one of the following fields: Police Force, Security Risk Management, International Relations, Conflict Analysis, Peace and Security Studies, Intelligence Analysis, Diplomatic Studies, Conflict and Security, Counterterrorism, or another technical field pertinent. National level - Security management certification preferred.
  • 7 - 8 years of prior security risk assessment, comprehensive security risk management and/or security analysis/law enforcement (police force)/military experience with at least 3 years work for an NGO (preferably a USAID-funded program).
