The Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH (German Agency for International Cooperation) is an international enterprise owned by the German Federal government, operating in many fields across more than 130 countries.

In Nigeria, GIZ's portfolio includes among others, a programme to support the Economic Community of West African States (ECOWAS) in its regional integration goals. The programme aims to strengthen sector-specific capacities in the areas of Peace and Security, Customs and Trade as weir as Strategic Management and Organizational Development in the ECOWAS Commission.

Programme

  • Jointly funded by the European Union and the German Government, GIZ is implementing the “Organised Crime: West African Response to Trafficking” (OCWAR-T) programme to support the Commission of the Economic Community of West African States (ECOWAS) and ECOWAS Member States and Mauritania in reducing Transnational Organised Crime (TOC) in the region.
  • For this purpose, the project is strengthening structures, capacities and is improving knowledge. Specifically, the project supports efforts in enhancing criminal investigation and prosecution, improving small arms control and reducing human trafficking.
  • GIZ jointly implements OCWAR-T with the United Nations Development Program (UNDP), United Nations Office on Drugs and Crime (UNODC), Mines Advisory Group (MAG) and the International Center for Migration Policy Development (ICMPD).

Responsibilities & Tasks
Responsibilities:

  • Under the supervision of the OCWAR-T Head of Component 1 and 4, the Advisor on Transnational Organised Crime (TOC) is responsible for supporting the Head of ECOWAS Regional Security Division (RSD) to foster appropriate structures and capacities for enhanced intra-regional coordination and cooperation against transnational organised crime.
  • Specifically, the Advisor will:
  • Support the advancement of activities being developed and implemented by ECOWAS RSD with support from the OCWAR-T partners (GIZ and UNODC)
  • Support the good flow of communication and information between the ECOWAS Regional Security Division and the OCWAR-T partners in component 1.
  • Support the implementation of activities as required by the Head of ECOWAS RSD
  • Support other processes in the ECOWAS RSD as they pertain to the OCWAR-T project

Tasks Overview
The specific tasks for the Advisor will be as follows:

  • Support the ECOWAS RSD and implementing partners (GIZ and UNODC) in the coordination, planning, preparation, implementation and documentation of regional meetings, workshops, consultations, and other activities implemented under the OCWAR-T project.
  • Support the collaboration and communication between the ECOWAS RSD and the OCWAR-T project implementation partners in component 1 focusing on strengthening criminal investigation capacities, GIZ and UNODC as well as other relevant stakeholders at the regional and national level.
  • Support ECOWAS in promoting institutionalized regional cooperation against transnational organized crime such as legal framework, strategic action plan, political declaration, policies, etc.
  • Carry out other activities required, such as developing concept notes, flow charts and terms of reference, providing input to Technical Expert Groups and assist the Head of ECOWAS RSD in the follow-up of legal and other texts with the Directorate of Legal affairs and other departments and directorates.
  • Assist the Head of ECOWAS Regional Security Division in the implementation of activities arising from the advancement of an ECOWAS Legal Framework on Transnational Organised Crime.
  • Provide technical advice on strengthening and/or reform of the prosecutorial and judicial processes and relevant legislation in the context of a regional response to TOC .

Other Duties / Additional Tasks

  • Perform other work-related duties as required.

Required Qualifications, Competencies and Experience
Qualifications:

  • Master’s Degree in International Relations, Law, Social Sciences, Political Sciences, Criminology, Security Studies or other relevant fields of study.

Professional Competencies and Experience:

  • Minimum of 3 years relevant work experience in international cooperation is required.
  • At least 2 years of work experience in regional organisations, particularly the ECOWAS Commission, Department of Political Affairs, Peace and Security is required.
  • Working experience in the humanitarian and/or development cooperation context is an advantage. Knowledge of project management instruments and procedures is desirable.
  • Experience in supporting the preparation, implementation and documentation of project activities
  • Proven experience in working with multi-disciplinary teams is required.

Other Knowledge and Additional Competencies:

  • Native level language skills (spoken and written) in French are required. Good knowledge of English is required. Knowledge of other regional languages is desirable.
  • Good working knowledge of ITC technologies and computer applications (e.g. MS Office)
  • Excellent planning and organisational skills.
  • Good communication and interpersonal skills. Excellent networking skills with actors from various institutions and political levels; diplomatic skills in dealing with clients and partners.
  • Ability to appreciate cultural and ethnic diversity.
  • Willingness to travel
  • Willingness to upskill as required to perform tasks – corresponding measures are agreed with management.

Salary
According to GIZ salary scale for Band 4.
