Job Title: Expression of Interest - Technical Consultant in Payment System to Support the DFS Interoperability Project In West African Economic & Monetary Union (WAEMU) - PIFD

Location: Abidjan, Côte d'Ivoire

Job Description
The services to be provided under the Assignment include, but not be limited to:

  • Provide strategic advice on development of payment scheme rules, implementation of payment systems, and on the structures of payment system operators, delivery vendors, and relationship of software/hardware providers and payment system operators;
  • Align advice to a low-cost payment system that follows the Level One Principles (www.leveloneproject.org);
  • Provide technical advisory support services and enhance the capacity of the project team by ensuring that the regional interoperability project is properly implemented in line with the Level One Principles. Note. The Level One Principles are key design principles for building a pro-poor payment system that is open loop, push payment, real-time, irrevocable, governed by participants, offering same-day settlement, operating on a cost-recovery basis and a shared fraud detection and management service;
  • Ensure the alignment of the BCEAO’s vision on financial inclusion and digital payments with stakeholders; knowledge-sharing activities such as conferences, and workshops on related learning programs of the project in collaboration with the main stakeholders (AFDB, BCEAO & BMGF);
  • Provide advice and develop materials to inform key stakeholders on the importance of key technical topics – e.g. security frameworks, biometrics, business continuity planning, APIs, transaction volume estimations, etc. - that may arise during the project;
  • Provide support to other duties as assigned by the Division Manager/ the Task Manager.
  • Perform any other tasks required by the Task and the Division Manager.

Establishment of the Shortlist
A shortlist of three to six individual consultants will be established at the end of the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume"

  • Level of education in general: 15 points
  • Education level relevant to field of mission: 30 points
  • Years of Experience in payment system: 10 points
  • Language proficiency: 5 points
  • Number of years of experience relevant to the mission: 40 points
  • Total: 100 points

  • The African Development Bank’s financial sector Development Department invites Individual Consultants to indicate their interest and availability in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, reference to similar services, experience in similar assignments, etc.). Consultants should be fluent in French with working knowledge in English.
  • The eligibility criteria, the establishment of a shortlist and the selection procedure shall be in conformity with the Bank’s Procurement Policy Framework for projects financed by the Bank Group, October 2015 Edition, available on the Bank Website at http://www.afdb.org. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist.
  • The estimated duration of services is 6 months, renewable upon satisfactory performance and the estimated starting date is early March 1st, 2023.
