Purpose

  • To improve visibility and partnerships with private sector and other partners on mobilizing resources for programming in fistula surgery, rehabilitation, and reintegration

Project Background

  • MOMENTUM Safe Surgery in Family Planning and Obstetrics seeks to sustainably support the Government of Nigeria (GoN) in strengthening surgical safety within maternal health (MH) and voluntary family planning (FP) programs, by promoting evidence-based approaches and testing new innovations. Specifically, the project seeks to accelerate reductions in maternal and newborn mortality and morbidity by increasing the capacity of Nigerian institutions and local organizations to introduce, deliver, scale-up, and sustain the use of evidence-base high-quality prevention and treatment of female genital fistula; prevention of female genital mutilation/circumcision (FGM/C); and mitigation of adverse obstetric impacts among women who have experienced FGM/C.
  • MOMENTUM Safe Surgery applies cross-cutting strategies that prioritize local stakeholders and partners as co-creators, innovators, implementers, owners, and sustainers; use effective clinical team capacity building approaches and technologies; emphasize gender, youth, and social inclusion (GYSI) competency and program integration; leverage public-private partnerships; and measure impact on effective coverage. Recognizing the highly dynamic environments in which health services are delivered, these strategies will emphasize supporting health system resilience and a commitment to agile implementation guided by adaptive management and learning.
  • The project works with the Federal Ministry of Health (FMOH) and its state counterparts, as well as Nigerian institutions; civil society, faith-based, and community-based organizations (CSOs, FBOs, and CBOs); and professional associations and other stakeholders, in Bauchi, Kebbi, Sokoto, and Ebonyi states and the Federal Capital Territory (FCT).
  • Nigeria has one of the highest burdens of obstetric fistula in the world with an estimated prevalence of 150,000 and incidence of 12,000 cases. According to UNFPA, Nigeria is currently not on track to eliminate fistula by 2030. Support to fistula clients requires both medical and rehabilitation & reintegration services for a holistic approach to care. While the Health Ministry is responsible for providing medical services, the Ministry of Women Affairs has the role to ensure fistula clients are rehabilitated and reintegrated by addressing the psychosocial and economic issues they face. Despite the efforts of Government and donor partners, there are still funding constraints to ensure a significant number of fistula clients get access to quality surgery, rehabilitation and reintegration. Learning from the successes in the role of the private sector in the fight against malaria, Ebola and COVID 19, there is a need for targeted engagement of private sector partners by the Ministries of Health (FMOH) and Women Affairs (FMOWASD) to increase the visibility of fistula programmes and mobilize resources to address key constraints that hinder availability and utilization of services for women with fistula.
  • In this regard, the project is seeking a local consultant to work closely using a “learning by doing” approach to coach the relevant state and national officials of the Ministries of Health and Ministries of Women Affairs on strategies to engage private sector organizations to provide technical, in kind, financial and other resources to address rehabilitation and reintegration needs of women with obstetric fistula. In addition, the consultant will use the lessons from the process to develop a framework that will guide engagement of the private sector in the elimination of fistula in Nigeria.

Project Goal:

  • To increase awareness of equal access to and quality of informed, voluntary and consented safe surgical care for caesarian delivery, prevention and treatment of obstetric and iatrogenic fistula, peripartum hysterectomy and voluntary uptake of LARC/PMs.

Scope of Work:

  • Facilitate engagements with the FMOH and FMOWASD and representatives from project supported States to identify priority areas for private sector support.
  • Develop a draft framework on Engaging Private sector in the elimination of fistula in Nigeria that will provide step by step guidance to Government officials, INGOs and private sector actors on modalities to work together to end fistula.
  • Conduct national and state mapping of private sector entities with technical, in kind, financial and other resources for engagement on fistula rehabilitation & reintegration and safe surgery programming in collaboration with the Ministries of Health and Ministries of Women Affairs.
  • Work with the EngenderHealth team, Ministries of Health and Ministries of Women Affairs to develop tailored presentations for identified stakeholders.
  • Facilitate strategic level meetings with key leaderships of identified stakeholders in different locations on the priority areas and the opportunities and challenges for supporting elimination of fistula in Nigeria.
  • Facilitate one day state level private sector stakeholder meeting on fistula rehabilitation & reintegration and safe surgery programming in Ebonyi and Bauchi states, and the FCT.
  • Facilitate a two-day national level private sector stakeholder meeting on fistula rehabilitation & reintegration and safe surgery programming in Abuja.
  • Populate the draft framework with information that includes priority areas, private sector opportunities, challenges, successes, lesson learned from initial state and national engagements, future recommendations and key next steps.

Deliverables:

  • Draft framework on Engaging Private sector in the elimination of fistula in Nigeria.
  • Report on stakeholder mapping and analysis
  • Tailored presentations for pitch to stakeholders
  • Reports of state and national workshops, including commitments secured to support fistula programming.
  • Final framework on Engaging Private sector in the elimination of fistula in Nigeria.
  • Final report including annexes.

The consultant will ensure the following:

  • Adherence to EngenderHealth and USAID policies during implementation. The relevant USAID rules and regulations as well as EngenderHealth policies will be shared.
  • Establishment and maintenance of excellent working relationship with EngenderHealth, state and national stakeholders as applicable.

Education

  • Master's Degree in a relevant field such as Public Health, Political/ Social Sciences, International Relations, or any other relevant area of study

Required Skills & Experience:

  • Experience in leading on development of resource mobilization strategies in the development sector.
  • Experience in engagement with donors, private sector and governments at national and state levels.
  • Strong field knowledge of, and experience working with large private sector entities or groups in Northern and Southern Nigeria.
  • Strong management, communication and interpersonal skills
  • Strong analytical capacity
  • Very good organizational and time-management skills
  • Ability to work under pressure and deal with surge of activities.
  • Strict attention to deadlines, including proactive adaptability to ensure timeline requirements are met.
  • Demonstrated capability to provide quality written reports and presentations.

  • Good to Very Good computer skills with mastery of MS Office applications
