UN Women - In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization's goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women's empowerment.

Inview of the below, UN Women seeks to engage a professional Consultant, with excellent analytical, writing and editing skills, amongst other competencies to develop and develop a Comprehensive Media Tool Kit for the programme "Promoting Women's Engagement in Peace and Security in Northern Nigeria", funded by European Union.

Background
The Women, grounded in the vision of equality enshrined In the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

More than ten years after the passage of UN Security Council resolution 1325, there is widespread concern that progress made at the normative and policy levels has not been translated into significant improvements in the lives of women and girls In conflict and post-conflict countries.To address this, UN Women with funding support from the European Union, is implementing a programme that pilots a model for EU/UN collaboration on Women, Peace and Security matters in three states of Northern Nigeria, selected based on some criteria.

The programme "Promoting Women's Engagement in Peace and Security in Northern Nigeria" supports the Nigerian Government (Federal level), flee Northern States of Nigeria and selected constituent Local Government Areas (LGAs) to strengthen women's leadership, advance gender equality end improve protection for women end children in conflict settings. It is composed of three inter-locked components, each with their own specific objective:
  • Strengthening women's role in conflict prevention, peacemaking and peace building;
  • Mitigating the impact of conflict upon women and girls: and
  • Establishing a conducive environment for effective implementation and monitoring of gender equality commitments in Nigeria.
The programme Is being implemented by UN Women, in partnership with UNICEF and with support from European Union (EU). Interventions are coordinated through a results-based strategy to raise the capacities of Nigerian institutions, women's groups and gender equality advocates. The activities related to each thematic area include women% leadership in peacemaking, improved rights-violation monitoring/reporting and protection services, and national implementation of women, peace and security and gender equality framework, aimed at achieving a common objective while remaining flexible to fit the specification of each of the three target states i.e, Adamawa, Plateau and Gombe.

Justification
  • The management of UN Women and partners appreciates the fact that Media can be a great assistance in conflict management and peace building.
  • The media can be a good tool in a healthy and functioning environment but more is needed than ethical and responsible reporting to ensure sustainable peace and safety.
  • The role of the media is twofold: on the one hand, the media report and reflect on pressing issues and can help to question established concepts and ideas. On the other hand, they can be used for propaganda purposes and instead of revealing truths, try to cover things upend by this curtail people's freedom and right to information.
  • Regardless, the potential of the media in conflict and post-conflict situations remains a net positive, and has been sadly underutilized to this point in time.
Purpose of Review
  • The purpose of the exercise is to review and edit the Media Training Modules already designed, and insert other relevant resources for the publication of a Comprehensive Media Tool Kit for the programme Promoting Women's Engagement in Peace and security in Northern Nigeria, funded by European Union.
  • This will involve refining, standardizing and preparing a concise Media Tool Kit for media practitioners in Nigeria.
  • The review will focus on technical quality, balance, sequence and flow and construction.
Key Functions
In close consultations with the Country Representative of UN Women Nigeria and Deputy Programme Manager (WPS), the consultant will perform the following functions:
  • Document Review: Media training modules designed and relevant project documents of the programme; Promoting Women's Engagement in Peace and Security in Northern Nigeria be read and studied in details to gain understanding of the programme, with the aim of producing a Comprehensive Media Briefing kit of the initiative to be used especially by joumaiists (Reporters and Executives) tn Nigeria (Including Print, Electronic and Social Media practitioners).
  • Editing and Insertion of relevant content: Edit the Media training modules using track changes to show the proposed revisions and areas that need to be improved upon and add other relevant resources/contents, thereby developing a Comprehensive Media Briefing Kit for the programme. Where appropriate, questions maybe raised for considerations by the UN Women team and its Media Consultants to either clarity or refine.
  • Submission: The revised Media Module built into a Comprehensive Media Briefing Kit for the programme wilt be submitted to UN Women for publication.
Main Deliverable:
  • The main deliverable of the exercise is a refined and standardized Media Briefing Kit with relevant content, graphics and other illustrative tools for the programme "Promoting Women's Engagement In Peace and Security in Northern Nigeria", being implemented by UN Woman and funded by European Union.

Required skills and experience
Education:
  • Master's degree (or equivalent) in Social Science, Peace and Security Studies, Gender Studies, Mass Communication, Editing and Publishing, English, International Development, Law, Human Rights, Political Science, International Relations or other related field.
Technical Capacity and Experience:
  • A minimum often years of progressively responsible experience working in the field of gender and development, Women's Human Rights and Reporting, Editing and Publication. Experience working on Woman Peace and Security, Media and with Development Partners in Nigeria is an advantage;
  • Excellent writing and editing skills, especially as it relates to professional review of reports for publication; Knowledgeable on document review, editing and formatting of documents;
  • Demonstrated ability to be innovative and work In an Independent manner and ability to organize work efficiently and effectively:
  • Demonstrate strong writing, analytical and communication skills;
  • Previous consultancy experience with development agencies, UNIFEM/UN Women and/or with other UN Agencies especially in document review and analysis will be an added advantage.
  • Knowledge of European Union (EU) Communication and Visibility Strategy is an advantage.
Remuneration
This will be in accordance with relevant UN scale of fees in Nigeria.
