Background

  • Over the past decade, Africa has seen enormous growth and transformation that has expanded opportunities and improved living conditions for millions of people. More than two-thirds of African countries have strengthened their quality of governance, improved basic services, and expanded economic opportunities.
  • Yet, there are significant risks that this momentum could be undermined by important pressures continuing patterns of exclusion and poverty, unemployment, high migration, rapid urbanization, climate change and poor management of natural resources that threaten to overwhelm existing institutional capacities for managing political, economic, social, and environmental challenges.
  • These pressures are making every single African country more vulnerable.
  • The Transition States Coordination Office (RDTS) oversees and leads the implementation of the African Development Bank Group’s fragility agenda. It coordinates the Bank Group’s work at analytical, strategic, and operational levels on addressing fragility and building resilience in Regional Hubs and Country Offices.

Duties and Responsibilities

  • Under the general supervision of RDTS Director, the main responsibility of the Data Management and Analytics Consultant is to provide a quantitative support through analytical and operational inputs to the implementation of the Bank Group’s fragility agenda.
  • The consultant will support RDTS activities articulated around three areas:
  • Rollout of the 2022 Country Resilience and Fragility Assessment (CRFA) framework and its derivative analytical and knowledge products;
  • Monitoring of the implementation of the 2022-26 Strategy for addressing fragility and building resilience;
  • Portfolio Management of the Transition Support Facility (TSF).

Under these areas, he/she will be required to perform the following tasks:
Rollout of the 2022 CRFA and its products:

  • Support RDTS in coordinating the implementation of the 2022 CRFA exercise, including the collection of internal and external data metrics, the compilation of the CRFA scores, the technical validation, and management endorsement of the 2022 CRFA database.
  • Provide data engineering support in updating the CRFA methodology and maintaining the CRFA database, both in Excel and in the online CRFA portal.
  • Provide quantitative and qualitative analytical inputs feeding into the preparation of the 2022 CRFA country and regional profiles and facilitate their review process with key Bank Group’s stakeholders.
  • Assist RDTS in integrating feedback from the review process, editing, formatting, translating, and printing the final CRFA Profiles.
  • Support the validation and dissemination processes of the final CRFA Profiles as appropriate with internal and external stakeholders.

Monitoring of the implementation of the 2022-26 Strategy for addressing fragility and building resilience:

  • Provide Data collection support to monitor key performance indicators feeding into the 2022-26 Strategy results measurement framework.
  • Liaise and coordinate with the Bank’s appropriate units to collect inputs needed to ensure regular monitoring and reporting on the strategy implementation.
  • Contribute to the preparation of an online dashboard to track the implementation progress of the 2022-26 Strategy product and action plan.
  • Provide data analytics and produce qualitative and quantitative inputs in support of reporting on the annual activities and flagship events of RDTS, such as the 2023 Africa Resilience Forum.

Portfolio Management of the TSF:

  • Support efforts for the implementation of automated system for the online management of TSF Call-for-Proposals processes, including submission of proposals, their evaluations, selections, and release.
  • Ensure that collected data are consolidated and integrated in a comprehensive manner in the Excel-based TSF dashboard so to maintain an up-to-date lending program, help foresee the consumption of available resources, and the performance of the active portfolio.
  • Provide support for data analysis of the Bank’s portfolio in transition states.
  • Provide support for project disbursement rate; data (IPR) supervision and help prepare performance reports, including for risky projects.
  • Maintain and update—when necessary—the features of the TSF dashboard through handy and user-friendly interfaces helping to ensure accurate and real-time reporting both on the pipeline and portfolio of operations.
  • Put in place effective mechanisms to share internally the TSF dashboard with appropriate controls on data access and information flows from, and into, the database.
  • Assist RDTS in collecting and screening Project Completion Reports (PCRs) of TSF-funded operations and support multidimensional analyses to draw lessons from implementation’s successes and failures in the context of fragile situations.
  • Carry out any other duties at the request of RDTS Director.

Accountabilities

  • The consultant will work under the direct supervision of RDTS Director and will report to the appointed RDTS task manager upon the specific tasks undertaken.
  • The consultant will submit a monthly report on the activities carried out.

Required Qualifications

  • Master's Degree or equivalent in Statistics, Quantitative Analyses, Data Engineering, Data Warehousing, Economics, International Development, Development Economics, or related development fields;
  • At least five (5) years of relevant experience in quantitative work and analytics in the context of international development and/or peacebuilding organizations;
  • Financial skills, with solid analytical qualifications, data engineering abilities, coordination capacities and organizational skills. Sample of previous work may be requested from the consultant;
  • Good understanding of fragility challenges, socioeconomic development, specificities of African countries and their respective regional contexts would be a strong asset;
  • Working experience with international/development organizations and knowledge of the African Development Bank Group’s strategic and operational approach to addressing fragility and building resilience in Africa is an added advantage;
  • Ability to critically compile information from different sources. Experience in using data-driven approaches to analyze, assess and make recommendations on policies, strategies and operations at country and/or regional levels;
  • Ability to handle stress due to multiple, simultaneous, and shifting demands. Demonstrated record of operational effectiveness, capacity to deliver output in a timely manner, client orientation, problem solving, communication and teamwork;
  • Ability to communicate and write effectively, preferably in both working languages of the Bank Group: French and English, and capacity to handle discussions with diplomacy and tact;
  • Competence in the use of standard Microsoft Office Suite applications (Word, Excel, Access, and Power Point). Knowledge of web technologies and database management systems is a comparative advantage.

Duration and Location

  • The consultant is expected to begin his/her mission preferably on March 1, 2023 and shall carry out the services for eight (8) months, with potential extension. This is a home-based assignment. Physical presence in the premises of the Bank is not required.

Remuneration

  • Remuneration will be commensurable with experience, in line with the Bank Group’s compensation guidelines.
  • In addition, if the consultant needs to travel to take up this assignment, round trip economy class air-tickets—with the shortest route—will be provided.
  • The consultant will be responsible for his/her personal health insurance at his own cost. The coverage shall include all medical expenses, including those resulting from illnesses or injuries that may happen during the assignment.
