Description

  • The African Development Bank (the Bank) invites eligible consultants to indicate their Interest in providing services under the Sustainable Energy Fund for Africa (SEFA) to support the Bank and its clients under the Africa Super ESCO Acceleration Program as Program Officer for ASAP.
  • SEFA is a multi-donor Special Fund managed by the Bank, with the mandate of unlocking private sector investments through technical assistance and concessional investments along three themes, namely Green Baseload (GBL), Green Mini-grids (GMG) and Energy Efficiency (EE). The Fund’s overarching goal is to contribute to universal access to affordable, reliable, sustainable, and modern energy services for all in Africa, in line with the New Deal on Energy for Africa and Sustainable Development Goal 7. SEFA was established in 2011 in partnership with the government of Denmark and has since received contributions from the governments of the United States, United Kingdom, Italy, Norway, Spain, Sweden, Germany and the Nordic Development Fund. SEFA is housed in the Renewable Energy and Energy Efficiency Department (PERN) under the Power, Energy, Climate, and Green Growth (PEVP) complex.
  • ASAP is a three-year Technical Assistance (TA) program with the overarching objective of catalyzing private sector investments in EE, through the establishment and operationalization of Super Energy Service Companies (ESCOs) in targeted countries, to improve efficiency and quality of electricity supply and promotion of energy conservation and stimulate transition to more sustainable and greener economies. More specifically, it will assist in (i) setting-up and building the capacity of Super ESCOs and (ii) addressing the lack of trust among market actors to foster energy efficient economies in Africa.
  • ASAP initial target countries include Senegal, Rwanda, and South Africa. The program will retain room for flexibility in terms of final country selection, with countries such as Burkina Faso, Côte d’Ivoire, Uganda and other countries on a reserve list for consideration in a subsequent phase of the ASAP. It comprises of two interrelated pillars: (i) Creating and operationalizing Super ESCOs in targeted countries; and (ii) Developing harmonized regional certification Schemes for Energy Service Companies (ESCOs) and EE professionals.
  • The services to be provided under the assignment include: (i) Ensure the coordination, implementation and follow up of all the components of the ASAP; (ii) Lead documents developments and keep information flows with counterparts in the targeted countries; (iii) Support the SEFA energy efficiency related pipeline and portfolio development; and (iv) Undertake other ad hoc activities related to the ASAP as deemed necessary by the Energy Efficiency and clean Cooking Division and SEFA Technical Unit.
