Objective

• The objective of the assignment for the individual consultant is to support the design of a concept paper including a scoping framework on the preparation of the desalination programme related to 5 desalination plants in 4 governorates in Egypt.

Details

• The African Development Bank hereby invites individual consultants to indicate their interest for individual consultancy as water desalination Public Private Partnerships and Project Finance Expert.
• The objective of the assignment for the individual consultant is to support the design of a concept paper including a scoping framework on the preparation of the desalination programme related to 5 desalination plants in 4 governorates in Egypt.
• The Consultant will be responsible for:
  • Conduct a preliminary screening of each planned desalination plant project for suitability to PPP type arrangement and advise on optimal allotment; and
  • Prepare a concept paper including a scoping framework on the preparation of the desalination programme related to 5 desalination plants in 4 governorates in Egypt building in close collaboration with the PPP and Project Finance Expert;
  • Develop detailed Terms of Reference (ToR) for the Transaction / Financial Advisor and support the preparation of the ToR for the Technical and Legal advisor that will form part of the Transaction Advisory team;
  • Give an estimated budget for undertaking the preparatory work including a range for the costs of the Transaction Advisors (Financial, Legal and Technical);
  • Provide an analysis of the potential financing mix e.g., equity, DFI and commercial debt, concessional and climate financing) suitable for projects of this nature, etc. 

Requirements

• The Consultant must possess at least a Master’s Degree (or its equivalent) in a relevant discipline related to the assignment(Finance, Economics, Business Administration, etc.) and a minimum of 10 years’ experience of Independent Water Production Plants (IWPs) and Independent Water and Power ProductionPlants(IWPPs) projects preparation, finance construction, operation and maintenance.
• Any experience in water desalination financing through commercial financing and or PPP in Egypt or in the region will be a strong asset. The candidate must have strong analytical, interpersonal, and excellent communication skills (oral and written),and must be fluent in English language. Fluency in Arabic will be an added advantage.
• The Water Security and Sanitation Division 3(AHWS.3)in collaboration with the Water Coordination and Partnerships Division (AHWS.1)invites individual consultants to indicate their interest in providing the above-described services.
• Interested eligible Individual Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this assignment (documentation, references for similar services, experience in similar assignments, etc.).
• The eligibility criteria, the establishment of a shortlist and the selection procedure shall be in conformity with the African Development Bank’s Rules and Procedure for Acquisition 
• of Consulting Services funded by the Administrative or Capital Expenditure Budget.
