The Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH (German Agency for International Cooperation) is an international enterprise owned by the German Federal government, operating in many fields across more than 130 countries.

In Nigeria, GIZ's portfolio includes among others, a programme to support the Economic Community of West African States (ECOWAS) in its regional integration goals. The programme aims to strengthen sector-specific capacities in the areas of Peace and Security, Customs and Trade as weir as Strategic Management and Organizational Development in the ECOWAS Commission.

  • GIZ has worked in Nigeria since 1974. From 2004, GIZ has maintained a country office in the capital city Abuja. Currently 361 national, 66 international employees, 19 regional staff, 4 integrated specialists and 3 development workers are working in the country (June 2020).

Programme

  • GIZ Over the last couple of years, the African Continental Free Trade Area (AfCFTA) has become a major focus for the Economic Community of West African States (ECOWAS) and its member states. They are working to leverage their achievements at the regional level to negotiate and implement the AfCFTA in the most beneficial way possible.
  • The ECOWAS Commission plays a major role in preparing the operational instruments of the AfCFTA, such as common rules of origin and a joint digital payment system, and is also participating in some aspects of the negotiations on behalf of the member states.
  • It is important for ECOWAS to coordinate and harmonize its initiatives and efforts with the continental trade agenda. The GIZ AfCFTA project is supporting the ECOWAS Commission in these efforts, as well as in the implementation of the AfCFTA at the national level.
  • Successful implementation of the AfCFTA in the ECOWAS region requires a modern unified legal framework for cross-border trade, detailed implementation guidelines and accompanying measures, good cooperation among member countries, and active partnerships with the private sector.  In recent years, regional cooperation has intensified through ECOWAS, particularly in the areas of trade facilitation and common customs legislation.
  • Nevertheless, the institutional and regulatory framework in the ECOWAS region is currently not sufficiently in place for the successful negotiation and implementation of the AfCFTA.
  • The support project to ECOWAS toward AfCFTA implementation is funded by the Government of the Federal Republic of Germany and aims at supporting ECOWAS Commission and the Member States toward developing/ instituting credible framework conditions for effective and beneficial implementation of AfCFTA protocols.
  • The project directly addresses the required improvements in terms of the quality of ECOWAS Member States' participation in the AfCFTA negotiations, the design of the legal and technical framework, and the design of implementation measures in Member States. This entails intervention at different levels: ECOWAS Commission, Member States institutions and the private sector.
  • The project intends to hire an AfCFTA Monitoring, Communications and Reporting Advisor, to be based in the project office in Abuja.

Responsibilities & Tasks

Responsibilities

  • Analyze developments at AfCFTA and ECOWAS levels to support project implementation strategies
  • Devise strategies to bridge information gaps on AfCFTA negotiations and implementation at all relevant sectors of ECOWAS Member States
  • Collecting and documenting project related data (partner reports, surveys, studies, etc.)
  • Communication, monitoring and evaluation
  • Support in strategic planning, monitoring and self-evaluation of the project
  • Provide technical and operational support to the implementation of TFWA / WATIP II as will be arranged with the head of project

Tasks
AfCFTA Monitoring and analysis - The advisor shall:

  • Regularly follow negotiations and other relevant developments at AfCFTA to help position ECOWAS member states for optimal implementation
  • Identify and collect updates on AfCFTA negotiations and implementation to guide project implementation in collaboration with project lead
  • Coordinate with other GIZ AfCFTA projects to identify synergies, share ideas, updates and experience
  • Maintain and regularly update project online monitoring and documents monitoring platforms
  • Help in analyzing ECOWAS regional integration strategies and their leveraging for AfCFTA implementation
  • Support technical discussions with all project stakeholders
  • Support the HoP with technical inputs related to any eventual adjustments to the project scope

Communications Tasks - The advisor shall:

  • Devise strategies to bridge the information gap between the AfCFTA Secretariat and ECOWAS Member States
  • Liaise with relevant departments and/or focal points at ECOWAS and AfCFTA Secretariat, and ensure coordination with their respective communication teams
  • Design and develop communication strategies and material on AfCFTA (factsheets, flyers, newsletters, brochures, develop and maintain project website and other online platforms, other communication tasks)
  • Ensure external program communications with political partners, donors, including strategic communication and crisis communication
  • Ensure compliance with communication and visibility requirements of the of the project Support the design and implementation of innovative communication tools and strengthen internal communication within the project
  • Support colleagues in the development of specific communication products, according to GIZ standards (e.g. short films, Facebook posts, radio broadcasts …), especially in connection with public events of the project
  • carry out other related tasks as assigned by the Head of project.

Reporting Tasks:

  • Assist with monitoring and evaluation and in developing a monitoring system for the project, in coordination with the project management
  • Support colleagues in the collection of impact data for publication and dissemination
  • Assist in coordination and quality control of the project's reporting, to ensure adequate presentation of results
  • Support the project in the conception and execution of events.

Duty Station:

  • The duty station will be Abuja, Federal Republic of Nigeria, with the probability of travels to ECOWAS Member States

Required Qualifications, Competences, and Experience
Qualifications:

  • Master's Degree in International Relations, International Law, International Development, Communication Studies, Economics, or a closely similar field

Professional Experience:

  • At least 5 years of working experience, especially in the fields of public relations, public policy, communications, monitoring and reporting in the field of trade and investment
  • Experience monitoring and reporting on AfCFTA and/or other trade related issues
  • Knowledge of international trade regulatory environment Proven practical experience in the creation of communication materials, including online platforms
  • Experience in the development of media and innovative communication tools related to trade and/or investment
  • Experience with donor programs of international cooperation or foreign diplomatic missions is an asset

  • Strong organizational, coordination and communication skills
  • High team and networking skills, intercultural skills
  • Fluent in English; Basic French language skills would be an asset
  • Creativity and quick comprehension for complex relationships.

Salary
According to GIZ salary scale for Band 4
