To sharply focus the objectives of the Ten-Year Strategy (2013 - 2022) and ensure greater developmental impact, five major operational areas (also known as “the High 5s”) have been identified for scaling up, namely: Light Up and Power Africa, Feed Africa, Industrialize Africa, Integrate Africa, and Improve the quality of life for the people of Africa.

Job Title: Expressions of Interest: Individual Consultant to Support the Water and Sanitation Sector Portfolio Management in Rwanda - AHWS

Introduction and Background

  • The AfDB wishes to recruit the services of a medium-term consultant to support the water and sanitation sector portfolio management in Rwanda. The specific objective of the consultancy is to support the Bank in the overall management of the water and sanitation portfolio.
  • The Agriculture, Human, and Social Development (AHVP) Complex focuses on the Bank’s Ten-Year Strategy High 5s priority of "Feed Africa" and "Improve Quality of Life for the People of Africa". The complex objectives are to: (i) develop policy and strategy; (ii) provide deep sector expertise to the Regions by gathering pools of experienced individuals who can be consulted to provide sector expertise on complex transactions; and (iii) develop new financing instruments. The Vice President acts as the spokesperson to represent the Bank with external stakeholders on aspects of "Feed Africa" and "Improve Quality of Life for the People of Africa".
  • The Water Development and Sanitation Department (AHWS) is part of the Agriculture, Human and Social Development Complex (AHVP). The AHWS is responsible for the coordination of the Bank’s water development and sanitation-related activities to enhance synergies and contribute to achievement of all High 5s (Feed Africa, Industrialize Africa, water-related Power and Light Africa, Integrate Africa, and Improve the Quality of Life).
  • Through its Divisions: AHWS.1 for water coordination and partnerships, and AHWS.2 for water security and sanitation in the East and Southern Africa, and Nigeria Country, AHWS.3 for Water Security and Sanitation in the West, Central and Northern Africa, and, the African Water Facility (AWF), the AHWS supports regional hubs in the development and promotion of knowledge, approaches and tools for green and inclusive water security and for improved sanitation. It also supports regions concerning complex projects.
  • The Department is also responsible for the origination of Non-Sovereign Operations (NSOs). In so doing, the Department leads the scaling-up of the Bank’s contribution to Africa's efforts to attain water security and sanitation for sustainable socio-economic transformation.
  • The AHWS.2 Division works in tandem with AHWS.1, AHWS.3 and the AWF to provide the Bank’s thought-leadership for water development and sanitation in Africa.
  • The AHWS 2 plays a lead role in supporting member countries to attain water security through the provision of technical expertise, generation and dissemination of pertinent sector knowledge and fostering strategic partnerships.
  • In line with the mandate of the Department, AHWS.2 provides guidance in the following thematic areas, among others: (i) integrated & transboundary water resources development and management for water security; (ii) water supply and sanitation for all and, (iii) water sector governance; as well as the cross-cutting areas including gender, climate change, private sector engagement and fragility.

Objective of the Consultancy
The AfDB wishes to recruit the services of a medium-term consultant to support the water and sanitation sector portfolio management in Rwanda. The specific objectives of the consultancy is to support the Task Manager (TM) and the Bank’s management:

  • In the overall management of the ongoing water and sanitation sector portfolio, and specifically the management of the Rwanda Sustainable Water Supply and Sanitation
  • Program (Initial and additional financing) and the Muvumba Multipurpose Water Resources Development Program;
  • In the preparation of new operations including participating the appraisal missions; and
  • Sector and donor coordination including actively participate in donor coordination activities

Scope of the Work
Under the overall guidance of the Division Manager - AHWS2, and the direct supervision of the Task Manager, the Consultant shall undertake the following tasks:

  • Contribute to the Bank’s water security and sanitation agenda and related objectives of
  • Sustainable Development Goals (SDGs) including attaining water security and sanitation for all thereby contribute to the improvement of quality of life of the people.
  • Support the TM in the review of projects implementation progress in line with the Bank’s results management framework of the approved projects.
  • Support the TM in reviewing and processing requests sent for Bank’s clearance to ensure timely response and feedback.
  • Review and advise on the general performance of the projects including implementation of the projects against the defined objectives and outputs.
  • Assist the Task Manager in reviewing monitoring reports from the Executing Agencies.
  • Support the Project Implementation Units in addressing any capacity related challenges.
  • Review project implementation timeframes.
  • Manage and supervise portfolio projects in accordance with Bank rules and procedures (planning & reporting, follow up of agreed actions and recommendations), identify capacity gaps of RMCs and provide tailored support.
  • Discuss challenges and constraints in project implementation.
  • Review procurement plans and address pending issues.
  • Review all contracts in the projects in terms of their disbursement levels, delivery of their targets, and any issues relating to quality and timeliness in completion.
  • Actively participate in the appraisal of the new sector operations.
  • Liaising and maintaining close collaboration with national level stakeholders and other water-related complexes in the Bank, while contributing to the appropriate management of technical knowledge and guidance towards building water security as well as promotion of sustainable and affordable water supply and sanitation technologies and approaches.
  • Contribute to the coordination of the Rwanda Water and Sanitation Sector Working Group
  • Undertake similar assignments in other RMCs countries as may be required

Qualifications and Experience

  • The consultant should have at least a Master's Degree in fields related to Water and Sanitation Sector, including Civil Engineering, Water and Sanitation Engineering, Water Resources, Hydraulic Engineering, or any related field with a focus on water security and sanitation.
  • Have a minimum of eight (8) years of relevant professional working experience in water security and sanitation programming or related operations, project cycle management, and policy formulation at national level (including in multilateral development institutions).
  • Proven experience working in project development and implementation in Water and Sanitation Sector.
  • Ability to work in a team spirit to achieve defined objectives in international multicultural contexts.
  • Portfolio management experience working in Africa is a must.
  • The consultant will be based in Kigali - RWANDA and must have excellent communication skills with good knowledge of English language. A good working knowledge of French is an advantage.
  • Competences in the use of standard Microsoft Office applications (Word, Excel, Access, PowerPoint).
  • A national of the Bank’s Member Country.

Remuneration

  • The Consultant will receive a monthly all-inclusive fee to be negotiated upon contract signature, and in compliance with the Bank’s established remuneration scale, considering requisite qualifications and experience.
  • The Bank will cover full costs of any required missions and provide per-diem in accordance with rules governing consultant mission travel.
