UNICEF Nigeria is supporting the Government of Nigeria to strengthen prevention of and response all forms of violence against children. In particular, assistance will be provided to strengthen the child protection system, including through modelling the system in four States, in order to demonstrate the impact of a well-functioning child protection system, to develop a common model for operationalizing the Child Rights Act at State level and to develop standardized tools, including regulations, working protocols and training manuals to govern the system.

The emergency in the northeast of Nigeria has led to large scale displacement of civilians with the Presidential Initiative for the North East (PINE) estimating 1.5 million internally displaced persons (IDPs) in the six states of the Northeast. The increasing number of unaccompanied and separated children (UASC), including children orphaned in the ongoing hostilities, is a growing issue of concern. There is a pressing need for the Child Protection Programme to scale up its interventions in North East to meet the needs of UASC, and in particular to support alternative care for UASC and the establishment and implementation of family tracing and reunification mechanisms.

Purpose of the Post
  • The successful candidate will be responsible for providing technical support to the UNICEF Education programme focus states in analyzing, lobbying in the development and review of the Education Sector Plans and budgeting to ensure equity- based plans and budget.
Major Duties and Responsibilities
  • Analyze selected SESPs/MTSS to ascertain equity focused and evidence based compliant
  • Provide technical support to states in the development of SESOP and strategies for annual budget
  • Develop sustainable capacity building strategy for states in evidence based and equity focused planning and budgeting.
  • Support states in establishing an M&E framework for SESOPs/MTSS and facilitate the publishing and dissemination of the completed SESP-SESOP.
  • Support and participate in UNDAF monthly and quarterly meetings
  • Support implementation of and monitor progress of UNICEF state level work plans
  • Ensure programme, sectoral or inter-sectoral efficiency and delivery through transparent evaluation with emphasis on gender-disaggregated data.
  • Promote the quality of rights-based Education programming through participation in the formulation of programme goals and approaches.
Qualifications and Competencies Required
  • Advanced degree in Education, Primary Education or Social Sciences relevant to international development assistance
  • A minimum of 5 years of work experience in field programmes relevant to Education programmes
  • Experience in addressing gender disparities is an asset
  • Knowledge of global education issues, specifically relating to children and women
  • Ability to formulate strategies and concepts
  • Ability to analyze, plan, organize, lead and supervise
  • Fluency in English
  • Excellent communication skills
