The National Agency for the Control of AIDS (NACA) (formerly National Action Committee on AIDS) was established in February 2000 to coordinate the various activities of HIV/AIDS in the country.

Job Title: Oxygen Technical Specialist

Description
SOW for Consultant to support the implementation of GF C19RM funded Medical Oxygen and Respiratory care (MORC) Investments at NACA with a focus but not limited to PSA plant implementation:

  • Coordinate with Iplus Solutions, BHI and FMOH to ensure quality and timely PSA plant implementation including but not limited to:
    • Procurement safe delivery and storage as relevant,
    • Site preparation or readiness and installation, commissioning,
    • Assuring and planning post-installation services ( including but not limited to supplier led training, assurance and validation of warranty, maintenance and service contracts and the included spares pipeline, inventory and storage of GF-procured PSA plants. This includes:
      • Support development and implementation of a detailed workplan (e.g., Gantt chart) that includes the different elements of PSA plant implementation (i to iii) mentioned above in activity 1)
      • Coordinating bi-weekly project meetings with Iplus Solutions, selected manufacturers, and local representatives from which detailed minutes across the above elements will be submitted to the CT and TAP for review.
      • Facilitate interface between State Oxygen Desk Officers, other relevant stake holders and selected PSA manufacturers and local representatives on site visits, site readiness assessments, BOQ development and other pre-installation activities.
      • On bi-monthly basis, assess progress, risks to implementation, develop, and implement mitigation measures to meet agreed workplan timelines.
  • Support NACA, FMOH Oxygen Desk to coordinate with CHAI and State Oxygen Desk Officers to ensure oxygen activities are implemented in a timely manner. This includes:
    • Refine and implement grant oxygen activity plans and budgets.
    • Develop and implement medical Oxygen and respiratory care equipment deployment plans, including distribution planning, facility readiness and monitoring timely installations and subsequent inventory and tracking.
    • Certification of medical Oxygen and respiratory care equipment procured through C19RM resources.
    • Liaise with vendors engaged by NACA to provide medical Oxygen and respiratory care equipment (PSA plants, Oxygen cylinders, tanks) and to ensure adherence to quality and other contract terms (i.e., post installation training/support, maintenance, etc).
    • Keep and maintain inventory register of Oxygen assets and equipment and track the same including reverse logistics.
    • Support the development of quality assurance of medical oxygen concentration ‘(93+/-3%), maintenance plans, daily maintenance check lists, stockage, quantification and requisition of spares, monitor adherence to use of maintenance logs and SOPs for medical oxygen generation, distribution, delivery and use at point of care.
  • Lead the coordination to collect data on relevant oxygen indicators and reporting to country stakeholders, technical partners like WHO, UNICEF, CHAI, others as relevant based on TWG membership and TGF. This includes ensuring the following reports are shared with the GF Country Team by 10thof each month:
    • Monthly C19RM Health Products Reports (medical Oxygen and respiratory care local procurement mainstream products)
    • Monthly Oxygen PSA plants Monitoring
  • Coordinate implementation of bi-annual risk-based spot checks on functionality, maintenance, inventory and tracking of medical Oxygen and respiratory care assets procured through C19RM resources.
  • Any other priority C19RM Oxygen-related activities, as assigned by DG NACA or RSSH/C19RM Program Manager.
  • Reporting: The consultant will report directly to the Program Manager. On day-to-day basis, the consultant will collaborate with the FMOH Oxygen Desk and NACA C19RM team.

Deliverables

  • Monthly C19RM reports for MORC (medical oxygen and respiratory care, described but not limited to that in (3)
  • Monthly workplan progress report on GF-procured PSA plants elaborating on the different elements of PSA plant implementation described but not limited to that in (1)
  • Bi-monthly consolidated risk assessment report on all medical Oxygen equipment categories, with clear, timebound mitigation measures.

Key Qualifications and Experience

  • Essential: Project Management Qualification.
  • Desirable: Procurement of health products qualification/experience. will be an added advantage.
  • A minimum of 3 years working experience providing project management and or health product procurement support and solutioning to projects financed by the national and international donors. Experience in public health and working with The Global Fund will be an added advantage.
  • Good networking, teamwork, and stakeholder management skills.
  • Ability to communicate effectively (written and oral) in English. Competence and mastery of standard MS Office software (Word, Excel, PowerPoint).
  • Ability to meet tight deadlines and to work effectively in a multi-cultural environment.
