The Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH (German Agency for International Cooperation) is an international enterprise owned by the German Federal government, operating in many fields across more than 130 countries.

In Nigeria, GIZ's portfolio includes among others, a programme to support the Economic Community of West African States (ECOWAS) in its regional integration goals. The programme aims to strengthen sector-specific capacities in the areas of Peace and Security, Customs and Trade as weir as Strategic Management and Organizational Development in the ECOWAS Commission.

  • GIZ has worked in Nigeria since 1974. From 2004, GIZ has maintained a country office in the capital city Abuja. Currently 361 national and 66 international employees, 19 regional staff, 4 integrated specialists and 3 development workers are working in the country (June 2020).

The Project

  • The " TC-Fund for Regional Stabilisation and Development in Fragile Regions in ECOWAS Member States" is financed by the Federal Ministry for Development and Cooperation (BMZ) and implemented in cooperation with the Kreditanstalt für Wiederaufbau (KfW) in selected ECOWAS member states.
  • The project advises the ECOWAS Commission on the establishment of a fund as a sustainable instrument for shaping social and economic stabilisation processes in the region and has been piloting a measure in The Gambia since 2019.
  • The ECOWAS Stabilisation Fund has two funding windows for financial (FC) and technical cooperation (TC) tasks in the form of a joint political governance structure (ECOWAS Commission, BMZ).
  • Together with the partner, the programme examines needs to improve the employment and income situation of young people and strengthen social cohesion in Guinea-Bissau, Niger and Mali. Selected projects will be implemented in the TC funding window by national implementation partners from 2022.

Responsibilities & Tasks
The Junior Technical Advisor provides support for:

  • The team leader and other experts for whom the junior consultant/project desk officer performs technical tasks
  • Coordinating project activities
  • Carrying out specific research tasks which are required for planning the implementation of projects or programmes
  • Carrying out specific tasks in connection with knowledge management for the project/programme
  • The team leaders in carrying out project activities.

Tasks
The Junior Technical Advisor performs the following tasks:
 
Coordination and monitoring:

  • Supports the different units of the regional programme with the set-up and follow-up of activities
  • Supports project monitoring and updates information on project progress, documents and reports regularly on the status of results
  • Assists with recording and documenting the results of all activities
  • Draws up analyses, participates in fora and public hearings on issues directly connected with the project/programme
  • Assists with planning, coordinating and documenting meetings, workshops, seminars and other project activities with a focus on technical aspects
  • Orders and distributes PR materials on the programme as well as GIZ PR materials
  • Assists with PR work for the project/programme
  • Assists short-term experts assigned to projects/programmes in completing their tasks

Research:

  • In consultation with the manager or expert, prepares and carries out qualitative research projects (developing survey instruments, field trials, organisational and technical preparation, collecting and analysing data)

Knowledge management:

  • Assists in drawing up reports
  • Supports event planning and m&e efforts
  • Assists in communicating, updating and collecting information on the project
  • Assembles data and keeps an inventory list
  • Organises and updates programme documentation, the filing systems and the programme library

Implementation of project activities:
The Junior Technical Advisor:

  • Assists the development of intervention strategies
  • Supports advisors and team leaders in setting up activities
  • Moderates team meetings

General obligations:

  • Is familiar with GIZ planning, implementation and reporting procedures
  • Is familiar with other programme components and GIZ-assisted measures, concepts and status of implementation and knows the corresponding experts and staff
  • Represents the interest of the GIZ-assisted measure and always acts on its behalf
  • Carries out important tasks for the programme, even if these are not explicitly cited in the job description

Other duties/additional tasks:

  • Assists other experts with logistics and support, where necessary
  • Performs other duties and tasks at the request of management

Required qualifications, Competences and Experience
Qualifications

  • Bachelor's Degree in Political Science, Mass Communication, Economics, Business Administration or similar area

Professional experience

  • Not more than 3 years’ professional experience in a comparable position
  • GIZ experience will be an advantage.

Other knowledge, additional competences:

  • Good working knowledge of ITC technologies (related software, IT systems) and computer applications (e.g. MS Office 365)
  • Experience of project management and experience in an area related to the programme’s requirements is desirable
  • Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management.

Salary
According to GIZ salary scale for Band 3
