The University of Africa, Toru-Orua (UAT) situated in the Sagbama Local Government Area of Bayelsa State, is a State University established by the Bayelsa State Government in 2016, with a vision to create an institution that would be a first-rate by distinguishing itself by enforcing standards and discipline that would show-case it as a university truly committed to teaching and research excellence and dedicated to generating knowledge for innovation and development. It is located in a serene environment which houses its Principal Officers and a sizable number of its staff members and students within the precinct of the Toru- Orua community.

In accordance with the law establishing the University, the Governing Council wishes to commence the process of appointing a suitable and qualified candidate to fill the position below:

Job Title: Vice Chancellor

Location: Toru-Orua - Sagbama LGA, Bayelsa

Job Description

  • The ideal candidate will be an energetic visionary and entrepreneurial person to take the university to the next level of its development.
  • S/he should be an effective planner and consummate administrator with the capacity to build partnerships with a wide range of stakeholders in the furtherance of the university's mission which places a great deal of importance on equipping students with skills for the competitive global job market and creating opportunities to support the university's development through self-supporting enterprises in an environment that nurtures a strong culture of research and innovation.

Responsibilities
The Vice-Chancellor shall:

  • Be responsible to Council for maintaining efficiency and the good order of the University and for ensuring the proper enforcement of its statutes and regulations.
  • As Chief Executive Officer and Chief Accounting Officer, s/he must have the competence to advise Council on all matters affecting the administration, finances and policy thrust of the University.
  • Provide academic leadership as Chairman of Senate and several other statutory bodies, as prescribed by the university law
  • Provide leadership for external outreach, to promote partnerships with various stakeholders, including governments, development agencies, foundations and private sector corporations.
  • Be responsible for staff and student discipline and welfare.
  • Undertake any other duties that will promote the growth and development of the University.

Eligibility of Candidates

  • A candidate for the post of Vice Chancellor is expected to possess an earned Doctoral Degree from a recognised University and should have proven experience in successful management of human and material resources in a higher education or equivalent environment.

Specifically, the candidate should have the following attributes:

  • Be a highly distinguished academic of the rank of Professor of no less than six years standing in that rank, with a solid record of publications in highly rated journals;
  • Have the capacity to provide academic leadership and must have been in a tertiary academic environment for at least twelve (12) years of continuous service;
  • Should not be more than 65 years of age on assumption of duty;
  • A scholar of outstanding national and international repute, with proficiency in Information Communication Technology (ICT) and considerable experience at top levels of University Administration;
  • A person with a track record of teaching; research and community service
  • A person with entrepreneurial and innovative abilities with the capacity to garner resources for the sustainable growth and development of the university,
  • A person with a clear vision for the development of the University in realization of its mission to focus on research and innovation, infrastructure development
  • Ability to foster regional and international partnerships, including securing opportunities with the local and international business community for the achievement of the University's strategic goals;
  • Have the ability to cultivate a strong academic culture that can foster the advancement of learning, research and innovation
  • Have a strong desire and willingness to work with a wide spectrum of people and have a commitment to diversity and guard against discrimination in any form
  • Should be a person of sound mental and physical health, pleasant disposition, unassailable integrity and strong moral character capable of inspiring and maintaining moral discipline among staff and students.
  • Should not have a criminal record or a prior conviction for any financial crime.

Tenure
The successful candidate shall serve for a single term of Five (5) years.

Conditions of Service
Remuneration and other conditions of service are as applicable to the post of Vice Chancellor in Bayelsa State and as may be determined from time to time by the Governing Council of the University.

  • Names and addresses of three (3) professional referees, two (2) of whom must be from a University where the applicant currently works or has recently worked.
