Job Profile
- The State Team Lead will provide oversight of programmatic and financial activities in the states.
- The anticipated impact of the state team lead will be a commitment to the KPs at risk or infected with HIV and to their continuity of ARV treatment, care, support, and prevention services.
- The STL will use evidence-informed practices and data to drive results in line with PEPFAR principles of accountability, transparency, and impact in all activities.
Functions
The successful candidate will perform the following functions:
- Program management: Quarterly workplans, monthly report, stakeholder engagement report, visibility of project by state actors
- Financial management: Quarterly budgets, monthly budget analysis against workplan (Expenditure analysis)
- Integrated Service provision: State-specific quality client-centered differentiated model of care
- Monitoring and Evaluation: MER indicators and data analysis monthly
- Supervision: Monitoring and supervisory reports.
Qualifications / Experience
- A Master's Degree in Public Health will be an advantage.
- Minimum of 7 years’ post NYSC experience in managing HIV program, 3 of which should be leading program team on key population program management in public or NGO sector.
- Should also have minimum of 2-years’ experience in HIV strategic information.
- Knowledgeable on USAID and SFH financial management processes
- Good analytical, presentation and reporting skills.
- Familiarity with DHIS2 and electronic medical record (LAMIS).
- Fluency in Hausa language in addition to English language and other local languages.
- Knowledgeable on procurement and supply chain management and reporting
- Knowledge of WHO and national HIV prevention, treatment, care, and support guidelines including the TB/HIV guidelines
- Knowledge on KP programming and HIV program management
- Knowledge of program management, from design through budgeting, and implementation to monitoring to deliver desired results and targets.
- Ability to develop realistic project budgets and manage projects in line with budget including monthly tracking of budget.
- Knowledge of client-centered differentiated service delivery models for key populations
- Accuracy and timeliness in all areas of responsibility.
- Excellent communication and interpersonal skills
- Builds and maintains effective relationships, with team, colleagues, partners, and stakeholders.
