Job Summary

  • To implement and monitor all financial aspects including the management of financial risks at the Lagos Office. To ensure that financial procedures are adhered to and non-compliance challenged. Provide quality financial information, review process payments and maintain comprehensive accounting records for the state.

Specific Duties & Responsibilities

  • Provide required support on the financial operations in the State office, monitor field expenses per individual grant and ensure compliance with U.S.G rules and regulations and/or other grant financial management policies.
  • Assists the implementation of appropriate systems and controls that provide for funds accountability, complete documentation, and accurate reporting.
  • Conducts offsite and on-site reviews of State offices' financial records and internal control systems.
  • Supports the provision of timely and accurate periodic financial and management reports for the project per grant.
  • Maintains an integrated financial system with up-to-date data from state offices for consolidation of information and reporting with the Central office and other state offices.
  • Assists the Finance Manager for the conduct of financial analysis and reviewing detailed financial reports and statements.

Essential Duties

  • Preparation of Field financial report and Bank reconciliation statement.
  • Statutory deductions/remittances e.g PAYE & WHT etc.
  • Payment processing.
  • Cost share reporting.
  • Account receivables reporting.
  • Staff Tax Filing.
  • Payment voucher review for completeness and correctness.
  • Tally postings and recordings.

Area Under Influence
The finance Unit's areas under influence consist of the Financial and non-financial controls which include but are not limited to:

  • Budget Monitoring and controls.
  • Expenditure reporting.
  • Cash management.
  • Financial assertion.
  • Advances/Retirement.
  • Year-end financial statement.
  • Field financial report and Bank reconciliation statement.
  • Statutory & specific filing.
  • Statutory deductions/remittances.
  • Cost-share.
  • Operation (program implementation).

Qualifications & Experience

  • Bachelor's Degree or equivalent in Business Administration, Accounting, Finance, or in a related field with membership and part certification in a professional association i.e. ICAN, ACCA, or recognized equivalent. (Is a requirement).
  • A minimum of three years in financial management, accounting, and administration working experience with an international NGO working with USG funding is an added advantage.
  • Working knowledge of USG rules and regulations including HSS grant policy, 45 CFR 75, A122, other donor regulations, and GAAP (Generally Accepted Accounting Principles).
  • Ability to work independently with minimal supervision, to be able to accept and discharge substantial responsibilities, to prioritize work assignments and meet deadlines.
  • Demonstrated knowledge of Tally 9 ERP accounting software for reporting purposes and proficiency with Microsoft Office, Outlook, and other computer-based applications.
  • Strong written and verbal communication skills combined with the ability to work collaboratively with program staff and stakeholders across organizational boundaries.
  • Ability to work independently with minimal supervision, to be able to accept and discharge substantial responsibilities, to prioritize work assignments, to meet deadlines, and to exercise professional judgment.
