Job Title: Short Term Technical Assistant (STTA), State Debt Reconciliation (Domestic and Foreign Debts)

Location: Ebonyi
Employment Type: Full-time

Position Objectives

  • The overarching objective of the consultancy is to support Ebonyi State Government to conduct a reconciliation of its current foreign and domestic debts.

Specific objectives of the assignment are to:

  • Develop a workable approach for the conduct of a successful debt reconciliation.
  • Support the DMD and Ministry of Finance and Economic Development to design a debt reconciliation template.
  • Train the staff of DMD, Ministry of Finance and Economic Development and other MDAs on effective debt reconciliation and deployment of the debt reconciliation template.
  • Support the state to undertake a reconciliation of its foreign and domestic debts, using the designed template.
  • Prepare a report detailing work done and the state’s reconciled debts.

Responsibilities and Deliverables

  • The Consultant will be expected to perform the following activities and deliver the following deliverables that are technically acceptable to State2State, including review and feedback followed up by timely responses from the Consultant.
  • Onboarding meeting with State2State team to review and agree on the workplan with agreed due dates of outputs delivery.
  • Review the state’s debt profile.
  • Developing a bespoke debt reconciliation template.
  • Facilitate training for staff of DMD, Ministry of Finance and Economic Development and other MDAs on effective debt reconciliation, which should include reconciliation of the state’s foreign and domestic debts, using the designed template.
  • Prepare a detailed report on the work done and the state’s reconciled debts.

Minimum Requirements

  • Minimum of Master's Degree in Accounting, Taxation, Finance, Management, Economics, Public Administration, or other relevant fields.
  • Minimum of 10 years of work experience in Audit, Public Financial Management, including Debt Management, and/or as a Public Finance consultant.
  • Good communication and report-writing skills.
  • Very strong ICT skill set, especially in the use of PowerPoint, Microsoft word, and others in the Microsoft suite.
  • Good team player and highly organized with strong planning, coordinating, and time management skills.
  • Experience working as a consultant in the development sector.
  • Previous experience working with government officials or in government offices.
  • Experience with USAID or other donor funded projects focused on governance, public finance management.
