Heartland Alliance International request the service of a consultant to carry out end of project evaluation on the Integrated MARPs HIV prevention project (IMHIPP) implemented in five Nigerian states from 2009-2014.

The purpose of this End of Program (EOP) evaluation is to measure the cumulative outcomes of IMHIPP (2009-2014) and to provide evidence for ways to further improve MARPs HIV interventions in Nigeria.

Job Description

The consultant will design the protocol which will be detailed enough to address all aspects of the study. Specific care would also be placed on elaborating the:
  • Evaluation strategy, justifying the choice of the management system model [e.g. the Program Evaluation and Review Technique (PERT), Critical Path Method (CPM), Logical Framework or “Logframe” model, or the Context-Input-Process-Product (CIPP) model]
  • Data analysis plan, including (a,) how the evaluation will triangulate between sources, e.g. the program's Logical Framework with the findings, and the findings with 3rd party studies, and (b) the study's various units of analysis (including the individual beneficiary, networks, organizations. society (districts, states and nation), and (c.) analysis and statistical methods proposed,
  • In addition, the qualitative and quantitative data collected through this evaluation will meet the data quality standards in accordance to USAID’s Automated Directive System
Requirements
Skilled and experienced consultant will be retained for this activity. The criteria, a part from a successful research proposal include:
  • Experience with qualitative and quantitative methodologies and methods.
  • Experience working with and/or studying MARPs, specifically HRM.
  • At least 5 years of experience in health management! HIV programming, operational research, health sector reform, policy development & budgeting in the development sector, andragogy and/or advocacy at the national or international level.
  • Familiarity with Nigeria’s national HIV response and key population programming.
  • English-speaking and have proven interviewing, communication and report writing skills.
  • Experience working in law-medium income settings (experience working in Africa or other developing regions will be an added advantage).
