The Economic Community of West African States (ECOWAS) is a regional group of fifteen West African countries. Founded on 28 May 1975, with the signing of the Treaty of Lagos, its mission is to promote economic integration across the region. Considered one of the pillars of the African Economic Community, the organization was founded in order to achieve collective self-sufficiency for its member states by creating a single large trading bloc through an economic and trading union. It also serves as a peacekeeping force in the region. The organization operates officially in three co-equal languages French, English, and Portuguese.

Job Description
  • To co-ordinate and ensure that records are kept of all validated documents emanating from the work of the Parliament, and that information and documentation necessary to facilitate and support the work of the Parliament are made available in the library.
Duties and Responsibilities
  • Reporting to the Director of Parliamentary Affairs and Research, the Principal Librarian is the Head of Documentation and Research Division. 
He/she will perform the following functions:
  • In consultation with the other Departments and units of the Institution, propose policy and procedure for the management of the library and documentation of the Parliament;
  • Supervise the staff of the Documentation and Research Division to ensure good library services comparable with those in international Parliamentary libraries;
  • Ensure the production, preservation and availability of desired documents to meet the needs of all organs of the Parliament;
  • Establish links with other libraries and international resource centres to facilitate access to scarce sources of information;
  • Encourage and facilitate usage of the library by developing information tools on the library collection and facilities, as well as on the ways to access these;
  • Make proposals from time-to-time for the modernisation and up-dating of the library to take advantage of advances in information technology and diversified forms of research;
  • Perform any other duties as may be assigned.
Qualifications/Experience/Skills
Qualifications
  • A bachelor's degree in Library Science;
Experience:
  • Ten (10) years post qualification experience, including two years supervisory experience;
  • A higher degree would reduce the number of years of experience required to eight (8).
  • Work experience in a National or Regional Parliament or an international organization is an advantage;
  • Proficiency in the use of compute including applications such as Word, Excel, internet research and email communication, as well as relevant software, is required.
Age:
  • Candidates should not be over 50 years old at the point of recruitment and must be a citizen of one of the ECOWAS member states;
Language:
  • Candidates must be fluent in one of the official languages of the Community: English, French and Portuguese.
  • A working knowledge of another would be an advantage.
Remuneration
USD 52,273 - USD 59,100 (Annual Salary)
