John Snow, Incorporated (JSI) is a US-based international public health consulting firm that manages projects/contracts in Nigeria through its integrated office in Abuja. Through the Partnership for Supply Chain Management consortium, iSI implements the Supply Chain Management System (SCMS) project for the US Government as part of the US President’s Emergency Plan for Aids Relief (PEPFAR). The purpose of the project is to establish and operate a safe, secure, reliable and sustainable supply chain management system to procure pharmaceuticals and other products needed for the care and treatment of persons with HIV/AIDS and related infections.

JSI implements the USAID DELIVER project, funded by the United States Agency for International Development (USAID), a global technical assistance project aimed at increasing the availability of essential health supplies through procurement services and assistance designed to strengthen health commodity supply chains in developing countries. This position will support the Nigerian Government at the National LMCU as part of the US Government’s (USG) contribution.

Job Description
  • Under the direction of the PMO Director the Logistics Management Information System (LMIS)/ Logistics Management Coordination Unit (LMCU) wilt build and institutionalize a LMCU in every state under the project to coordinate, improve and report on supply chain activities.
Key Responsibilities
  • Define the LMCU operating model, i.e. roles, responsibilities, skills, capabilities, data, and reporting requirements
  • Work closely with the federal and state coordination lead persons to operationalize the LMCUs with the required resources such as staff and their job descriptions, terms of reference, guidelines, as well as office space and equipment
  • Train, mobilize and coach staff deployed in the LMCUst0 perform to the required standards
  • Devise strategies for data management - the LMIS-standardize data collection and reporting methods and design and deploy state/federal level central data repository - with timely reporting on shipments, receipts, usage, stock availability, and adverse events
  • Track and record improvements in the data management of the states using a set of Indicators
  • Map existing LMIS solutions, what works well (HIV IGA, DDIC, SFH)
  • Recommend LMIS route forward
Minimum Skills and Qualification
  • 10-15years' experience in designing and managing supply chains in a developing country setting
  • Bachelor's degree in supply chain management, business management or other related discipline. A masters degree will be art added advantage.
  • In-depth knowledge and understanding of LMIS design and data management
  • Experience in technological application in large data management environments
  • Experience in setting up of logistics management units/centers will be an advantage
  • Training in logistics management is desirable
