The Economic Community of West African States (ECOWAS) is a regional grouping with 15 Member States in West Africa (three landlocked and one island) with a population of about 300 million with an annual economic growth rate of around 6%. The ECOWAS Commission is one of the eight Regional Economic Communities supporting the African Union to coordinate the implementation of continental and regional integration and development programmes in the West African region.

We are recruiting to fill the position below:

Job Title: Individual Consultant for the Compensation Review of ECOWAS Commission.

Objectives
The Human Resources Department of ECOWAS has always sought to create positive and progressive impact on the organisatiori through developing robust people management process and systems.

One of such key systems is the Compensation System consisting of the compensation and benefits strategy and the ECOWAS salary structure. The current Compensation System of the ECOWAS Commission and its Institutions which came into effect in 2005 after a review, is due for another review to ensure internal consistency as well as external competitiveness with respect to comparable orgnisations. To ensure equitable and competitive pay structure strive to attract and retain the best employees, ECOWAS requires the services of a Consultancy to conduct Compensation review exercise and recommend a new salary structure that will contribute to the achievement of organisational goals.

Duties and Responsibilities of the Consultant
Within the above context, the Consultant will be required to do the following:
  • Review the current compensation strategy and salary structure in alignment with best practices, the organisation’s strategy and its other HR systems eg grading and performance, and make recommendations;
  • Review/develop an appropriate mechanism for benchmarking and adjusting the salary structure to maintain external competitiveness;
  • Benchmark and review the different categories of ECOWAS salary scale with comparable organisations towards ensuring external competitiveness as follows:
    • For Professional and Statutory Appointees using the equivalent salaries of African Union as the primary reference point
    • For the General Staff category using the equivalent salaries of the United Nations Agencies in Abuja as the primary reference point;
  • Review the compensation elements (including base pay, allowances and benefits) of ECOWAS staff for external competitiveness and make appropriate recommendation to ensure they are competitive and in line with the economic realities in the 15 member states
  • Analyse the financial implication of the proposed salary structure
  • Present the findings, new salary structure, allowances and other recommendations to ECO WAS Management by the 1st week September, 2015
  • Package the final proposal for the Administration and Finance Committee (AFC) by the third week September 2015
  • Review and develop a compensation and reward strategy for ECOWAS ensuring that it is competitive and aligned with the strategic intent of the organisation
  • Develop an implementation plan for ECOWAS
The Consultant selected to conduct this mission should:
  • Have conducted similar assignment for an international public sector (or non-governmental) organisation. A past project experience in the sub-region will be advantageous.
  • Be fluent in at least English or French or Portuguese. The assignment is for a duration of 12 weeks.
  • During the period of the assignment, make available to the ECOWAS Commission, a team of at least two key experts with proven experience in Compensation and Benefits Review having worked on related projects with similar organisations in the past.

The selection will be done on the basis of a comparison of curricula vitae and the selected Consultant will be invited to produce Technical and Financial Proposals which will serve as the basis for negotiation for the conclusion of the Contract Agreement.
