Role Overview

  • Under the supervision of the Executive Director, ERCA, the incumbent shall be responsible for the implementation of the monitoring and evaluation plan of the Institution and will be responsible for data collection, analysis, and reporting on a quarterly, bi-annual, and annual basis.

Role and Responsibilities

  • Carry out the implementation of the Agency’s Monitoring Plan and ensure its effective coordination, including the conduct of programme performance monitoring, mid-term reviews, impact assessment and terminal evaluation of the Institution’s strategic plan and medium-term programmes;
  • Collect and analyze data on the implementation of the Institution’s programmes, and prepare quarterly, bi-annual, and annual progress and performance reports.
  • prepare the logical framework matrices of the Institution’s programmes and projects, particularly in the areas of performance indicators and their measurement.
  • Carry out field monitoring missions to Member States to monitor and assess the implementation of the Institution’s programmes and projects, and advise the Head of Planning, Research, Monitoring and Evaluation on the state of programme implementation, lessons learnt, challenges and perspectives.
  • Develop a framework for the regular and consistent receipt, review, and analysis of reports from Member States.
  • Conduct the maintenance and regular update of the Institution’s database.
  • Coordinate the communication and information sharing between the Institution and its different stakeholders at the regional and national levels.
  • Draft the terms of reference of consultants and special studies, when necessary, as well as concept notes and technical documents.
  • Advise the Executive Director on matters relating to Monitoring and Evaluation as it deems appropriate.
  • Perform any other tasks assigned by the Supervisor.

Academic Qualifications and Experience

  • Bachelor’s Degree in Business Administration, International Relations, Public Administration, Management or in a similar field from a recognized University.
  • 5 years’ experience in Management, International Relations, Business Administration, or Public Administration.
  • knowledge of ECOWAS and the role of the Institutions of the ECOWAS Community.
  • professional technical knowledge/expertise in data analysis and collection.
  • Knowledge of information and public relations.

  • Be below 50 years old. This provision does not apply to internal candidates.

  • Proficiency in information communication technologies (ICT).
  • Fluency in oral and written expressions in one of the ECOWAS official languages of the Community (English, French & Portuguese). Knowledge of an additional one will be an added advantage.
  • Ability to develop and implement an individual action plan for achieving specific work goals.
  • Identify, organize, and monitor tasks throughout to facilitate execution.
  • Ability to contribute and/or lead on projects as per accepted project management standards and techniques, to co-ordinate contributions by others to set and meet deadlines.
  • Ability to organize work, set priorities, and work within timelines, giving attention to details, stakeholders, indicators, and risks.
  • Ability to identify, collect and assess indicators to monitor performance and to take proactive remedial action as required.

Salary
USD62,213.20 - USD72,846.21 annually.
