Job Summary

  • We are in search of an innovative, creative, self-motivated and dynamic Laboratory Services Officer, Logistics and LIS with excellent and relevant experience and skills in Designing systems, evaluating processes, and implementing sustainable strategies for integrated and quality-focused laboratory service delivery across clinical laboratories - CD4, GeneXpert MTB/Rif, as well as using RDT for HIV Testing, TB L F-LAM, CrAg, RTRI, and COVID-19. Ensuring equipment functionality and optimization within an acceptable turnaround time. Strengthening the 8 core components of the Laboratory Systems - Policy, Training and Retention, Quality Management System, Laboratory Supply Chain Management,Sample Referral System, Equipment Management System, Laboratory Information System, and Biosafety.
  • S/he will Collaborate with a multi-disciplinary team within the organization to support cross-cutting and systems-level Continuous Quality Improvement (CQI) approaches, and provide direct optimized quality laboratory services in line with National and International laboratory standards, required for clients’ management and program planning.
  • The personnel will Support Laboratory logistics, Commodity Management Module (CMM), Laboratory Information System (LIS), sample management and result tracking, RTK consumption pattern analysis using logistics and service data.

Specific Duties & Responsibilities

  • Assist in the design, planning and implementation of laboratory services and laboratory related activities.
  • Implement a coordination system for efficient quantification and supply of test kits, reagents, program commodities, and other consumables required for laboratory services in collaboration with other coordination and supply chain teams.
  • Responsible for controlling physical inventory of supplies and reagents decisions on the purchase of reagents and consumables with supporting documentation.
  • Coordinate efforts for last mile delivery (LMD) Centrally-procured RTK and related commodities delivery, tracking and reporting.
  • Responsible for program and laboratory consumable management and visibility within the logistics pipeline.
  • Ensures weekly reporting and tracking of laboratory RTKs through Commodity Management Module (CMM) for onward reporting onto NDR.
  • Track commodity utilization, computation of AMC, MoS and physical count SoH for program commodity-related decisions.
  • RTK consumption pattern analysis using logistics and service data.
  • Oversees sample management and result return for VL, EID, HPV, and HIV-DRT sample and TAT Tracking
  • Coordinate horizontal-vertical sample and result management & systems appraisals.
  • Track inter-state re-routing of bulk Viral Load (VL) sample movement by NiSRN.
  • Provide supervisory oversight on intra-state sample referral system by NiSRN; participates at state and National NiSRN stakeholder engagement.
  • Responsible for the functionality of Laboratory Information System and LIMS-NMRS exchange optimization
  • Coordinate with other VL POC, and track Turnaround time
  • Support implementation of Laboratory Continuous Quality Improvement and the deployment and institution of appropriate corrective and preventive action respectively on sample quality.
  • Assist in the development and adaptation of required guidelines/standards for related laboratory services.
  • Assist in the design, implementation and monitoring system to assure an efficient documentation of lab documents and records.
  • Review logistics indicators and sample rejection rates towards improving performance and quality of service delivery.
  • Collate and review specific-thematic laboratory services report
  • Perform any other duties assigned.

Qualifications and Experience

  • Bachelor’s Degree or equivalent qualification in Medical Laboratory Science.
  • A valid license to practice as Medical Laboratory Scientist, mandatory.
  • 5 years post NYSC experience in implementing public health programs preferably in the NGO context.
  • Experience in core laboratory service delivery and monitoring
  • Knowledge of supply chain and data management systems an added advantage
  • Knowledge and experience of laboratory services in HIV/AIDS program required
  • Ability to work in a small team
  • Familiarity with standards and federal/state regulations affecting the laboratory and laboratory practices.
