We are recruiting to fill the position below:

Job Title: Deputy Head of Human Resources (HR)

Key Responsibilities

  • Act as the focal point for the implementation and rollout of HR policies;
  • Review the mission Internal regulations annually, ensuring that it is compliant with the Action Against Hunger, local labor and tax laws;
  • Liaise with other Non Governmental Organization keeping track of employment cost, cost of living, and inflation rates, recommending changes to the HoD regularly;
  • Provide support to the HR HoD to oversee staff management issues that require informal or formal disciplinary action, ensuring each incident is appropriately documented;
  • Monitor the mission activities and ensure teams remain compliant with HR policies and procedures;
  • Develop and implement an annual recruiting strategy to attract, source, and retain high-quality staff;
  • Collaborate with the necessary internal functions to ensure a seamless experience of the function for hiring technical and support candidates;
  • Establish and maintain appropriate contacts with third parties that may support the recruitment process such as but not limited to recruitment and advertising agencies, training establishments, specialists, etc;
  • Support the success of the Action Against Hunger recruitment strategy through contribution to strategic projects/initiatives;
  • Prepare the annual national staff financing plan with the HOD taking into consideration the proposed projects, changes in structure, and changes in costs, ensuring all positions are forecasted as accurately as possible;
  • Provide support to review all job descriptions at the start of the recruitment process to ensure that they are standardized across the mission;
  • Review and first phase of validation of recruitment process/documents for all full-time positions in the mission;
  • Provide support to implement standard and best practice recruitment procedures for all locally hired staff;
  • Provide support to ensure updated job descriptions for all TCN positions are sent to the Country Director & HQ at least 2 months before each end of contract date, or as soon as possible after TCNs’ departure is known;
  • Participate in the recruitment, interviewing, and selection of key staff (M2 and above);
  • Prepare offer letters and contracts to all national staff recruited after ensuring that all due processes have been followed;
  • Tracking recruitment processes in the mission, providing reports to management, and identifying and resolving any bottlenecks;
  • Ensure timely reporting and documentation are received from the bases for all local recruitments
  • Compile and submit a monthly HR report to the HR-HoD, updating the mission’s organogram and staff numbers  and recruitment updates;
  • Participate in budgeting for project proposals or any HR financial forecasting, ensuring HR costs are captured accurately;
  • With support from the HR-HoD develop the HR content for briefings and inductions ;
  • Delivering the onboarding process to all new staff which includes the submission of objectives from all bases;
  • Preparing HR summaries for donor reports, as required;
  • Provide day-to-day management of staff directly under his/her responsibility;
  • Set objectives with staff under his/her direct management, and appraise their performance in accordance with ACF performance management policies, identifying areas where they require support and capacity building;
  • Ensure that all HR policies and procedures are followed for staff directly under his/her responsibility.

Position Requirements

  • University Degree in relevant disciplines (Human Resources, Business Administration, International Relations, Social Sciences etc.).  Relevant master’s degree and additional human resources professional training is an advantage;
  • At least 3 years’ relevant experience as an HR professional in international NGO context; Background/familiarity with emergency;
  • Humanitarian field experience, preferably as a member of a country management team; Strong knowledge of management, recruitment, payroll & benefits management, training & development, and team management;
  • Understanding of national labor law and employment norms and practices;
  • Excellent verbal and written communication skills, with experience communicating in different cultural work environments & with a wide diversity of cultures;
  • Approachable, diplomatic, respecting confidentiality, and able to work effectively in diverse, cross-cultural teams in a complex, multi-site work environment;
  • Computer literacy including all Microsoft Office programs (Word, Excel, PowerPoint, Outlook);
  • Highly organized, detail-oriented, and able to work under pressure;
  • Disciplined, rigorous, self-motivated, and able to set and meet deadlines, work autonomously, and arrive at decisions and conclusions with minimal guidance, and within a timeline;
  • Capacity for analysis, synthesis, and reporting of large amounts of information;
  • Commitment to Action Against Hunger charter and values;
  • Previous ACF experience a plus;
  • Fluency in one or more National/regional languages is an asset.
